Vietnam proposes Russia to strengthen cooperation in human resource training

On June 17, Prime Minister Le Minh Hung received leaders of the Russian National Atomic Energy Corporation Rosatom and the Russian National Oil and Gas Group Zarubezhneft.

At the meeting with Rosatom General Director A. Likhachev, Politburo Member, Prime Minister Le Minh Hung affirmed that Vietnam always pays great attention to the application of atomic energy development for peaceful purposes; in which cooperation with Russia and the implementation of the Ninh Thuan 1 Nuclear Power Plant project is Vietnam's top priority.

The Prime Minister requested Rosatom and the Russian side to continue to support to extend the operation of the Da Lat nuclear reactor in the transitional period; support the implementation of the Nuclear Science and Technology Center project in Dong Nai; strengthen cooperation in human resource training; strengthen equipment localization, optimize investment costs and closely coordinate and promptly handle obstacles in project implementation.

Rosatom General Director Likhachev reported to the Prime Minister on the Ninh Thuan 1 Nuclear Power Plant project, emphasizing that the signing of the Agreement on the construction of the Plant is of historical significance in Vietnam-Russia cooperation relations, and said that he is closely coordinating with Vietnamese partners to implement the project.

Mr. Likhachev said that there is still much potential for cooperation between Rosatom and Vietnamese partners in fields such as renewable energy, high technology, logistics, shipbuilding for the Arctic region and wished the two sides to continue to exchange to promote cooperation capabilities.

At a meeting with Zarubezhneft General Director, Mr. S. Kudryashov, Prime Minister Le Minh Hung supported Zarubezhneft's continued research, expansion of investment activities and signing of new oil and gas contracts for open blocks on the Vietnamese continental shelf on the principle of ensuring investment efficiency, harmonizing interests between stakeholders, complying with Vietnamese laws as well as researching capabilities and strengthening cooperation in third countries.

The Prime Minister requested Petrovietnam and Zarubezhneft to effectively implement the Protocols amending the Intergovernmental Agreement on Vietsovpetro and Rusvietpetro, as well as the Intergovernmental Agreement in the field of oil and gas on expanding the area of operation in the field of geological exploration and oil and gas exploitation in the Vietnamese continental shelf and on Russian territory.

The Prime Minister requested Zarubezhneft to consider the possibility of cooperation with Vietnamese energy enterprises in the field of trade on a long-term, stable basis, contributing to ensuring security, energy self-sufficiency and meeting Vietnam's economic development needs. At the same time, closely coordinate with Petrovietnam/Vietsovpetro to research and soon complete the proposal to form a wind power equipment production facility and develop a supply chain in Vietnam.

The Prime Minister also proposed that Zarubezhneft promote the operation of the Rusvietpetro Joint Venture in Russia, including expanding the exploitation area and receiving more new oil and gas fields, potential blocks adjacent to the Nenetsky area to maximize existing infrastructure, technology and personnel.

General Director Kudryashov affirmed that he will continue to make efforts with Petrovietnam to implement the documents signed during the visit to Russia by General Secretary and President To Lam in May 2025. Emphasizing that the potential for energy cooperation between the two sides is still very large, General Director Kudryashov proposed expanding cooperation with Vietnamese partners in new fields, including offshore wind power development programs, renewable energy projects, and joint projects in third countries.
