On the afternoon of October 30, in Gyeongju City, South Korea, Politburo member and President Luong Cuong had talks with South Korean President Lee Jae Myung on the occasion of his visit to South Korea to attend the 2025 Asia-Pacific Economic Cooperation (APEC) Summit Week.
President Luong Cuong was pleased to see that after more than 30 years of establishing diplomatic relations and the two countries' relations have been continuously consolidated and developed, the two countries have become trusted partners, close cooperation at the strategic level and are close friends, mutually understanding; affirmed that Vietnam consistently values the relationship with Korea and hopes that cooperation between the two countries will continue to have a new, more substantial, effective and sustainable transition in all fields.
The two leaders agreed to continue promoting delegation exchanges, high-level and all-level exchanges through diverse channels, coordinating the effective implementation of existing cooperation mechanisms and promoting the substantial implementation of cooperation documents signed between the two countries, especially the agreements reached during the State visit to Korea by General Secretary To Lam in August 2025; committed to promoting mutually beneficial economic cooperation, in line with the development goals of both sides, creating a major and substantial shift in cooperation.
President Luong Cuong suggested that the two sides coordinate to implement substantial measures to soon complete the target of bilateral trade turnover of 150 billion USD by 2030 in a balanced and sustainable direction; affirmed that Vietnam will create favorable conditions for Korean enterprises to feel secure in long-term investment in Vietnam.
President Lee Jae Myung emphasized that Korea will continue to consider Vietnam an important strategic partner in economic, trade and investment cooperation; affirmed that it will increase quotas and expand Vietnam's labor receiving industries; agreed to cooperate in technology transfer and development of supporting industries in Vietnam; wish to continue supporting Korean enterprises to expand investment in Vietnam, especially in important areas such as infrastructure, energy, construction of new urban areas, etc.

At the same time, the two leaders agreed to realize the transformation of science, technology, innovation, digital transformation and human resource development into a new pillar in bilateral relations; agreed to strengthen educational, cultural and people-to-people cooperation activities to create closer cohesion and understanding.
President Luong Cuong suggested that Korea continue to pay attention to and protect legitimate rights and create all favorable conditions for the Vietnamese community in Korea so that they can feel secure living, studying and working long-term in Korea.
Also within the framework of the talks, the two sides agreed to cooperate closely and support each other in regional and international forums of mutual interest; jointly promote the early upgrading of the ASEAN-Korea Free Trade Agreement and the implementation of the Mekong-Korea Summit in the coming time.
The two sides shared a common strategic vision on maintaining peace and stability in the East Sea, ensuring legitimate and legal rights according to international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
