On the morning of October 3, on behalf of the Presidium, Mr. Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Vinh Long Provincial Party Committee for the 2020-2025 term, delivered the opening speech of the 1st Provincial Party Congress, term 2025 - 2030.
This is the first Congress of the Vinh Long Provincial Party Committee after merging the three provinces of Vinh Long, Tra Vinh and Ben Tre into Vinh Long province - according to Resolution No. 202/2025/QH15, dated June 12, 2025 of the National Assembly. The Congress is an event of special significance, marking an important milestone in the development history of the Provincial Party Committee, opening a new promising period for Vinh Long province to rise up and develop strongly in the coming time.
Mr. Cuong emphasized that in the past term, the economy grew by an average of 5.58%/year; GRDP per capita reached 85.31 million VND/person/year. The economic structure shifted in the right direction, gradually reducing the proportion of agriculture and forestry; increasing the proportion of industry, construction and services. The scale of GRDP in 2025 is estimated to reach 288,858 billion VND. Total budget revenue will average VND19,593 billion/year.
The fields of culture, education, health, labor, employment, meritorious policies, ethnic and religious policies, and social security continue to be focused on leadership and direction. Educational facilities and equipment are invested in upgrading. The quality of health resources is focused on; the average of the 3 provinces reaches 9.5 doctors/ten thousand people. The unemployment rate decreased to 2.49%; completed the construction of houses for people with revolutionary contributions, poor households, near-poor households with housing difficulties, eliminated temporary houses, dilapidated houses. The poverty rate was reduced to 2.3%.
According to the Secretary of the Vinh Long Provincial Party Committee, the achievements of the three provinces of Ben Tre, Tra Vinh, Vinh Long (formerly) in the past term have an important significance in creating a premise for the new province of Vinh Long to break through and rise up to realize the aspiration for rapid and sustainable development in the new era.
The first Congress of the Vinh Long Provincial Party Committee determined the goal, "Building Vinh Long province into a rapidly developing and sustainable locality, a center of the marine economy, a center for renewable energy production, with a synchronous and modern infrastructure system, seamlessly connecting with localities and connecting points in the Mekong Delta".
With the aspiration and tradition of solidarity; the will to self-reliance, the spirit of revolutionary aggression, dynamism and creativity of the team of cadres and party members and the consensus and support of the people, Mr. Cuong believes that the Congress will find positive solutions, overcome shortcomings and shortcomings, create breakthroughs, to achieve the set goals.
