Hanoi - The " Most expensive route on the planet" continues to be questioned by delegates of the Hanoi People's Council about the progress and completion time of the project.

On the morning of July 9, at the 25th session of the 16th Hanoi People's Council, delegate Duy Hoang Duong (delegate group No. 24.4) re-questioned the content related to the Ring Road 1 Project, Hoang Cau - Voi Phuc section.

According to delegate Duong, this is a project of great significance for inner-city transportation, prioritized for investment in the period of 2021 - 2025, but so far it is still behind schedule.

According to the plan, the project will be completed in 2020, but the implementation process has "slipped" many times.

At the 14th and 20th sessions of the City People's Council, delegates questioned twice. The Hanoi Civil Works Construction Investment Project Management Board and local leaders are committed to completing site clearance in the first and second quarters of 2025 and completing the project in 2025.

However, according to the latest report of the City People's Committee, the implementation to date still has many difficulties and problems, especially in site clearance.

In particular, the Hanoi People's Council has issued Resolution No. 33/2024 on stopping the provision of electricity and water services, however, the site clearance for Ring Road 1 is very slow.

"I request the city to clarify the cause, responsibilities and commit to the project completion time" - delegate Duy Hoang Duong questioned.

Responding to questions, Mr. Nguyen Phi Thuong - Director of the Hanoi Department of Construction said that at the 20th session, the two Chairmen of the People's Committees of Ba Dinh and Dong Da districts (old) committed to completing the site clearance for the Ring Road 1 Project, Hoang Cau - Voi Phuc section in the second quarter of 2025.

This is a key project that has lasted for many years and is very complicated related to site clearance. In total, there are 1,981 households subject to site clearance.

After the commitments of localities and the city's strong direction, the results achieved were quite positive, with clear changes. However, the plan to complete site clearance for the project in the second quarter has not met expectations.

Of 1,981 households, 1,297 households have been paid to date, and 633 households have been cleared.

According to Mr. Thuong, with measures of barricading, cutting off electricity and water, and enforcing to reclaim land, Dong Da district has cleared land for 50 households, Ba Dinh has cleared 129 households.

However, the situation is very complicated, currently the two old districts (now the three new wards) have received more than 400 complaints and denunciations.

According to Mr. Thuong, with the instructions of the City People's Committee, immediately after the operation of the 2-level government, next week, the 3 new wards will work with the Civil Works Construction Investment Project Management Board to establish a plan, aiming to complete site clearance for the project in 2025.

The Ring Road 1 project is the main urban axis connecting from east to west, passing through the central area of Hanoi including Tranhat Chan - Dai Co Viet - Xa Dan - Hoang Cau - Voi Phuc streets with a total length of 7.2 km.

If the Hoang Cau - Voi Phuc section is completed, this will be the first belt road in Hanoi to be closed.

In December 2017, the Ring Road 1 project, Hoang Cau - Voi Phuc section, was approved, with a total investment of VND 7,200 billion.

This section of the route is 2.2 km long, expected to be completed in 2020, but is continuously behind schedule, causing Ring Road 1 to not be closed.
