This morning (December 11), the Central Propaganda Department and the Central Mass Mobilization Department co-chaired and coordinated with the Science Council of Central Party agencies to organize a scientific workshop "Determining the name, functions, tasks, organization and staff after the merger of the Central Propaganda Department and the Central Mass Mobilization Department" to collect comments from experts and scientists as scientific arguments and practical basis in proposing a streamlined organizational model, operating effectively and efficiently, ensuring comprehensiveness, synchronization, connectivity and unity after the merger of the two departments, according to VNA.
In his opening speech at the workshop, Head of the Central Committee for Mass Mobilization Mai Van Chinh stated that the workshop was organized to summarize the implementation of Resolution No. 18-NQ/TW of the 12th Central Executive Committee on a number of issues to continue innovating and streamlining the political system's apparatus to be streamlined and operate effectively and efficiently; and to thoroughly grasp the direction of General Secretary To Lam at the National Conference to summarize the implementation of Resolution No. 18-NQ/TW.
Mr. Mai Van Chinh emphasized that strong innovation and drastic restructuring of the political system's organization and apparatus is the aspiration and desire of cadres, party members and people of all walks of life.
But this is also a big and extremely complicated problem, directly related to the rights, thoughts and aspirations of many cadres, party members, civil servants, public employees and workers.
To carry out this work, not only solidarity and consensus are needed, but also exemplary spirit, courage and willingness to sacrifice for the common interests of cadres and party members, towards the noble goal of preparing the whole country to firmly enter a new era, an era of the Vietnamese people's rise.
With very specific requirements and instructions from the Central Committee, the Head of the Central Committee for Mass Mobilization requested that opinions presented at the workshop should propose plans to organize the apparatus in a streamlined and effective manner.
After the merger, the structure of the new Board is the most reasonable, ensuring streamlining and more effective operation. Reorganization does not mean mechanically combining existing units but reorganizing scientifically, overcoming the overlapping tasks between the Board's units and other units in the Party agencies after the reorganization, creating the best space to arrange and promote the capacity of the new Board's staff.
The arrangement and assignment of staff after the merger is carried out carefully, ensuring that it is suitable for the strengths and capabilities of each staff member, avoiding waste of resources, while at the same time being carried out openly and transparently, creating internal consensus, avoiding disruption and affecting work efficiency.
At the workshop, delegates and scientists discussed the proposal to name the new Committee after the merger between the Central Propaganda Department and the Central Mass Mobilization Department.
The opinions emphasized that the new name must reflect the harmonious combination between propaganda work and mass mobilization work, both inheriting tradition and being concise, easy to remember, easy to understand, and covering all propaganda work and mass mobilization work of the Central Committee in the new situation.
On that basis, propose to consult competent authorities for consideration and decision in the coming time.
