The Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW (Steering Committee of the Government) has just issued a plan to guide the arrangement and streamlining of the Government's apparatus.
In addition to the arrangement and merger of a number of ministries and ministerial-level agencies, the Government Steering Committee requires the arrangement and streamlining of the Government apparatus and the internal organization of ministries, ministerial-level agencies, and agencies under the Government.
Accordingly, at least 15-20% of internal organizational units will be reduced (except for the Ministry of National Defense and the Ministry of Public Security, which will be implemented according to the Politburo's decision), excluding organizations subject to consolidation or merger due to overlapping functions and tasks when implementing the plan to merge ministries.
At the same time, review all activities of the steering committees towards ending their activities, retaining only those steering committees with necessary functions and tasks.
For ministries, branches and ministerial-level agencies, the Government Steering Committee directs the Ministry of Home Affairs to proactively develop a plan to reorganize the National Academy of Public Administration towards merging into the Ho Chi Minh National Academy of Politics.
The Ministry of Home Affairs shall also preside over and coordinate with the Ministry of Labor, War Invalids and Social Affairs to develop a project to merge the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs (after transferring some functions to the Ministry of Education and Training and the Ministry of Health); Coordinate with the Ethnic Committee to transfer the functions and tasks of the Government Committee for Religious Affairs to the Ethnic Committee.
For the two Academies of Science, the Government's Steering Committee has oriented two reorganization options, including: Merging the Academy of Social Sciences with the Academy of Science and Technology into the Vietnam Academy of Science (option 1); Maintaining the two Academies of Science but implementing reorganization, streamlining the organization and staff, ensuring improvement of quality and efficiency of operations, meeting the requirements of the Vietnam Science and Technology Development Strategy (option 2).
For Vietnam National University, Hanoi and Vietnam National University, Ho Chi Minh City, the Government Steering Committee proposed transferring Vietnam National University, Hanoi and Vietnam National University, Ho Chi Minh City to the Ministry of Education and Training for management.
