The Central Steering Committee on summarizing Resolution 18 has just sent an official dispatch to relevant agencies regarding the implementation of the task of summarizing Resolution 18.
The document clearly states the contents to be reported to the Central Executive Committee (expected in mid-February 2025); submitted to the Politburo and the Secretariat after the resolution (conclusion) of the Central Executive Committee is available.
Accordingly, the document states the following contents to prepare for the Central Executive Committee report:
The Central Propaganda Department shall preside over and coordinate with the Central Mass Mobilization Committee to develop a project to merge the Central Propaganda Department and the Central Mass Mobilization Committee; preside over and coordinate with the Central Organization Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of the new agency; propose the arrangement and assignment of cadres, civil servants, public employees, and workers of the current Central Propaganda Department and the Central Mass Mobilization Committee (to be completed before January 15, 2025).
The Central Commission for External Relations presides over and coordinates with the Central Organizing Committee, the Central Office, the Ministry of Home Affairs, the Delegation Affairs Committee of the National Assembly Standing Committee, the Ministry of Foreign Affairs, and the National Assembly's Foreign Affairs Committee to develop a project to end the operations of the Central Commission for External Relations, transfer the main tasks to the Ministry of Foreign Affairs, and part of the work to the Party Central Office; propose the arrangement and assignment of cadres, civil servants, public employees, and workers of the current Central Commission for External Relations and the National Assembly's Foreign Affairs Committee (to be completed before January 15, 2025).
The Party Committee of the Central Agencies Bloc presides over and coordinates with the Party Committee of the Central Enterprises Bloc, the Central Organization Committee, the Central Inspection Committee, the Central Office, the Ministry of Home Affairs, and the Delegation Work Committee under the National Assembly Standing Committee:
(1) Develop a model project to establish a Party Committee directly under the Central Committee and its subordinate Party Committees;
(2) Draft regulations on the model functions, tasks, powers, organizational structure (including functions and tasks of advisory and support agencies), working relationships of the newly established Central Party Committee; Party committees, ministries, branches, Fatherland Front, unions, enterprises... directly under the newly established Central Party Committee;
(3) Draft regulations on model working regulations of Party committees directly under the Central Committee;
(4) Preside over the development of a project to end the activities of the Party Committee of the Central Agencies; coordinate with the Central Organizing Committee and relevant agencies to propose the arrangement and assignment of cadres, civil servants, public employees, and workers of the current Party Committee of the Central Agencies (to be completed before January 15, 2025);
(5) Advisory and support agencies of newly established Party Committees directly under the Central Committee and directly superior Party Committees of grassroots Party organizations directly under Party Committees directly under the Central Committee; expected to include 4 agencies: Organizing Committee, Inspection Committee, Propaganda and Mass Mobilization Committee, Party Committee Office (for newly established Party Committees directly under the Central Committee, the Propaganda and Mass Mobilization Committee includes the political training center).
