Building a civil status database to ensure smoothness

The authorities focus on building a civil status database, ensuring smoothness and timely service of administrative procedures on civil status.

On July 22, at the headquarters of the Ministry of Justice, a conference was held between the Ministry of Justice and Working Group No. 03 - Central Steering Committee on science, technology development, innovation and digital transformation. Conference content on the deployment of national, specialized databases (CSDLQG).

Opening the conference, Senior Lieutenant General Nguyen Van Long - Deputy Minister of Public Security said that among the 11 key national defense and specialized sources; 116 specialized sources and other sources that need to be reviewed, there are many sources of the Ministry of Justice. In particular, the civil status database can be said to be one of the backbone CSDLQG, meaningful, because it is closely linked to citizens and people.

He affirmed that if this database is lacking, it will be extremely difficult to implement administrative procedure reform and public services related to citizens, businesses as well as other organizations.

The opinions at the Conference clarified the current status of the DOJ's archives. Notably, the Ministry has promptly adjusted the shared household registration and management information system to suit the two-level local government organization model and has connected with the provincial-level administrative procedure settlement information system of 34/34 provinces and cities.

By July 20, the Ministry had completed converting 401 million data to the shared Household Registration and Management Information System.

The Ministry will continue to coordinate with standing agencies and enterprises to survey the current status of digital records, research and develop a plan to deploy the remaining digital records; develop a Data Strategy for the Ministry and the Judiciary.

At the end of the conference, Deputy Minister Nguyen Van Long emphasized the requirement to strictly comply with the requirement that each database must ensure a common architectural framework. From that common architectural framework, a shared foundation will be formed.

From the common platform of ministries and branches, a common platform for the whole country will be formed. Regarding data infrastructure, the Government has assigned this plan and option to the Ministry of Public Security with the capacity to ensure data infrastructure to the Ministry and the Justice sector. For data that the Government does not regulate, the Ministry of Justice is encouraged to lease infrastructure.

After this Conference, Senior Lieutenant General Nguyen Van Long suggested continuing to review all CSDLs according to the identified groups. At the same time, based on the functions, tasks and powers of the Ministry of Justice, it is also necessary to determine the data that will have to be formed in the future, not stopping at the data being reviewed.

The leaders of the Ministry of Justice were also requested to direct the development of plans for each database, implement them early in July and agree to review, evaluate, and propose funding to ensure the smooth construction and operation of databases as well as ensure security and safety; mobilize human resources to be able to soon deploy and form a foundation for each database.

In particular, during the Conference, Senior Lieutenant General Nguyen Van Long repeatedly reminded relevant parties to focus on resolving and building civil status certificates, ensuring a smooth "run", promptly serving administrative procedures on civil status.
