Building a project to make Ninh Binh province a centrally-run city by 2030

The Deputy Prime Minister requested to focus on preparing to build a project for Ninh Binh province to become a centrally-run city with the characteristics of a millennium heritage city.

On July 21, the Government Office said it had just issued Notice No. 389/TB-VPCP summarizing the conclusion of Member of the Party Central Committee, Deputy Prime Minister Nguyen Van Thang at a working session with leaders of Ninh Binh province.

The Deputy Prime Minister requested that in the coming time, the province should review the growth scenario for the last 6 months of 2026 to continue assigning specific targets and tasks to all levels, sectors, and communes.

Assign provincial leaders to monitor each area and field; ensure "6 clarity": clear people, clear tasks, clear time, clear responsibilities, clear authority, clear results; take specific results and products as a basis for evaluating work efficiency; strengthen inspection and urging, ensuring progress and quality of task implementation.

The province synchronously implements solutions to achieve GRDP growth target in 2026 of 11% or more. Strengthen inspection and urging of the progress of projects that have been started; proactively review and promptly remove difficulties and obstacles of each enterprise and project.

Focus on handling and definitively resolving long-standing key projects related to land and planning in the area, and soon put them into operation and use to promote economic growth. Decisively implement solutions to accelerate the disbursement of public investment capital in the last 6 months of 2026.

The Deputy Prime Minister requested to effectively implement the Ninh Binh Provincial Plan for the period 2021-2030, with a vision to 2050 after adjustment; in which it is necessary to focus on preparing to build a Project for Ninh Binh province to become a centrally-run city by 2030 with the characteristics of a millennium heritage city.

Focus resources on developing strategic infrastructure systems, key traffic axes connecting central urban areas with key tourist areas, regional and inter-regional connections.

The province needs to study planning for more key economic zones and marine economy. Prioritize resources to invest in building high-speed railways, deep-water seaports associated with marine cities and sea tourism ports, building digital infrastructure. Expand connectivity of major cultural heritage spaces of the province (Trang An - Bai Dinh - Tam Chuc; Hoa Lu - Phu Day - Den Tran - Phat Diem - Xuan Thuy).

Strengthen linkages with growth poles and industrial localities in the Red River Delta region according to the industry cluster - value chain model; enhance complementarity between industrial regions in the North, central, and coastal areas, increase competitiveness and spillover effectiveness throughout the region.

The province removes obstacles and difficulties in the operation of local governments at 2 levels; reviews and evaluates the feasibility of implementing assigned and delegated tasks associated with resource allocation, staff allocation according to workload, and clarifies personal responsibilities.

Completing digital infrastructure, building data and management, administration, intercommunication; building and operating the capacity framework for commune and ward cadres; completing the set of criteria for evaluating and ranking cadre quality (KPI).

Ensuring the reduction and simplification of administrative procedures based on data, striving to reduce 50% of processing time and 50% of compliance costs in 2026 compared to 2024 according to Conclusion No. 18-KL/TW of the Central Executive Committee.

Continue to effectively implement the Project on developing rental housing; ensure meeting the needs for social housing of people and workers when coming to work in Ninh Binh province.
