Across the country, 100% of villages and residential groups (TDP) after being arranged simultaneously went into operation from July 1st, creating a solid foundation for the grassroots apparatus to operate stably and effectively.
Localities stipulate allowances for non-specialized workers in villages and residential groups; and at the same time stipulate the number, titles, levels of support and concurrent positions for people participating in activities in villages and residential groups in the area.
In Ho Chi Minh City, the City People's Committee has issued a document guiding the implementation of Resolution 15/2026 of the City People's Council stipulating the allowance level for non-specialized workers; the number, title, and level of support for people participating in activities in neighborhoods, hamlets, villages, and residential areas in the area.
3 positions of non-specialized personnel include: Party cell secretary, village head and head of Fatherland Front work committee.
Regarding allowance levels, neighborhoods with 1,000 or more households; hamlets, villages, residential areas with 700 or more households; neighborhoods, hamlets, villages, residential areas belonging to key commune-level administrative units on national defense, border areas, islands, and particularly difficult areas are allocated allowance funds equal to 8 times the basic salary level (including social insurance contribution support) to pay for each title of non-specialized personnel.
In which, the Party cell secretary receives a monthly allowance equal to 2.7 times the base salary. With the base salary from July 1st being 2,530,000 VND/month, the Party cell secretary receives 6,831,000 VND/month.
Neighborhood heads and heads of neighborhood, hamlet, village, and residential area Fatherland Front committees receive the same allowance level, equal to 2.65 times the base salary, equivalent to 6,704,500 VND/month.
For the remaining neighborhoods, hamlets, villages, and residential areas, Ho Chi Minh City contracts a subsidy fund equal to 6.5 times the base salary.
In which, the Party cell secretary receives an allowance equal to 2.2 times the base salary, equivalent to 5,566,000 VND/month. The neighborhood head and head of the Fatherland Front work committee receive an allowance equal to 2.15 times the base salary, equivalent to 5,439,500 VND/month.
In Bac Ninh, for villages with 700 or more households, residential groups with 1,000 or more households; villages and residential groups belonging to key commune-level administrative units in terms of national defense or belonging to particularly difficult areas, Party cell secretaries, village heads, and residential group leaders are entitled to allowances equal to 3 times the base salary.
With the current base salary of 2.53 million VND/month, the corresponding allowance is nearly 7.6 million VND/month.
In this group, the Head of the Fatherland Front Work Committee receives an allowance equal to 2 times the basic salary level, equivalent to more than 5 million VND/month. Deputy Party cell secretary, deputy village head, deputy head of residential group receives an allowance equal to 1.5 times the basic salary level, equivalent to more than 3.7 million VND/month.
Positions including medical staff and food safety; Secretary of the Youth Union; Head of the Farmers' Association, Women's Union, Veterans Association, Association of the Elderly are entitled to allowances equal to 0.8 times the base salary, equivalent to more than 2 million VND/month.
For the remaining villages and residential groups, Party cell secretaries, village heads, and residential group leaders are entitled to allowances equal to 2.4 times the base salary, equivalent to more than 6 million VND/month.
Heads of Fatherland Front committees are entitled to allowances equal to 1.7 times the base salary, equivalent to more than 4.3 million VND/month. Meanwhile, Deputy Party cell secretaries, deputy village heads, and deputy heads of residential groups are entitled to allowances equal to 1.2 times the base salary, equivalent to more than 3 million VND/month.
In Ninh Binh, for villages with 700 or more households, residential groups with 1,000 or more households; villages, residential groups in key areas of national defense, border areas or particularly difficult villages, the monthly allowance level is regulated as follows:
- Party cell secretary: 3.0 times the base salary/month.
- Village head, residential group leader: 3.0 times the base salary/month.
- Head of the Fatherland Front Work Committee: 2.0 times the base salary/month.
For the remaining villages and residential groups, the allowance level is specified as follows:
- Party cell secretary: 2.5 times the base salary/month.
- Village head, residential group leader: 2.5 times the basic salary/month.
- Head of the Fatherland Front Work Committee: 1.5 times the base salary/month.
