On the morning of August 15, the Party Committee of Phuc Thinh Commune (Hanoi City) held the 1st Congress of Delegates for the 2025 - 2030 term. Mr. Ha Minh Hai, Head of the Hanoi Party Committee's Organization Committee attended and spoke.
Aiming to become a beautiful, civilized ward
Phuc Thinh commune was established on the basis of merging the entire area and population of 5 communes: Nguyen Khe, Bac Hong, Nam Hong, Tien Duong, Van Noi, along with part of Dong Anh town (old Dong Anh district). These are communes with a long history of history, culture, and revolution.
Phuc Thinh Commune Party Committee currently has 94 Party cells and 3,547 Party members, which are the core force, pioneering in all activities.
Reporting at the Congress, Mr. Hoang Hai Dang, Party Committee Secretary, Chairman of the People's Council of Phuc Thinh Commune emphasized that with the spirit of "Solidarity - democracy - discipline - creativity - development", the 1st Phuc Thinh Commune Party Congress, term 2025 - 2030 focuses on 2 tasks.
Firstly, the goal is to build the Phuc Thinh Commune Party Committee to be united, clean, strong, comprehensive and exemplary; build a team of cadres with ethics, capacity, and qualifications equal to the tasks, with the desire to contribute to the common development. Second, promoting the heroic tradition and achievements, determined to build Phuc Thinh commune into a beautiful, civilized, modern, and sustainable development ward and urban area by 2030, with a vision to 2045, for the happiness of the people.
The Congress identified 3 breakthroughs, including: Focus on building and rectifying the Party and the political system to be clean and strong in all aspects; building a team of cadres at all levels with sufficient qualities, capacity, prestige, and equal to the tasks; focus on mobilizing and effectively using all resources to invest in synchronously implementing technical infrastructure and social infrastructure in the direction of smart and modern urban areas; develop a rapid and sustainable economy in the direction of services, trade, and high-tech industry; develop urban agriculture, ecological agriculture, high-tech agriculture associated with experiential tourism.
Suggestions to open three orientations for development
Speaking at the Congress, Mr. Ha Minh Hai, Head of the Hanoi Party Committee's Organization Committee, praised the results achieved by the entire Party Committee, government and people of Phuc Thinh in the past time.
To successfully implement the Congress Resolution, Mr. Ha Minh Hai Truong emphasized three major orientations. Regarding economic development, Phuc Thinh needs to restructure the economy based on 6 strategic pillars: Culture and people as a foundation; comprehensive digital transformation; green transformation, circular economy; synchronous, smart infrastructure; digital economy and creative industry; high-tech industry and spearhead industry.
Regarding Party building and the political system, Phuc Thinh comprehensively innovated his leadership method in the spirit of "Created government - digital government, serving government - close to the people, close to the people, for the people to serve"; taking the satisfaction, trust of the people and work efficiency as a measure.
Phuc Thinh continues to improve institutions and mechanisms according to the principle of "3 routes - 3 rules": Communicate ideas, clarify awareness, clarify actions; clearly define scientific processes, unify standards.
The commune will also organize the implementation of "5 clear - 1 consistent": Clear people, clear work, clear responsibilities, clear progress, clear results; consistent from leadership to inspection, supervision, application of digital data and AI in assessment. Next is the development of smart government based on digital data infrastructure; deploy full-process online public services, make government operations transparent for people to monitor. Finally, we must innovate thinking and working methods; encourage cadres to dare to think, dare to do, dare to take responsibility for the common good.
Regarding breakthroughs in science - technology, innovation and digital transformation, Phuc Thinh commune must consider this as a pillar to improve governance capacity and competitiveness. Phuc Thinh needs to develop synchronously digital government - digital economy - digital society; build a "correct - sufficient - clean - living" database, connecting with the city system...
The Congress announced the Decision of the Standing Committee of the Hanoi Party Committee on appointing the Party Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary, the Inspection Committee of the Phuc Thinh Commune Party Committee for the 2025-2030 term and the Decision on appointing delegates to the 18th Hanoi Party Congress. Mr. Hoang Hai Dang was appointed to hold the position of Secretary of the Phuc Thinh Commune Party Committee for the 2025-2030 term.
