On August 12, the Hanoi Capital Command held the 4th Congress of the Party Committee of the Capital Command for the 2025-2030 term.
Attending the congress were Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the City Party Committee, Head of the City National Assembly Delegation, Secretary of the Party Committee of the Hanoi Capital Command; Senior Lieutenant General Pham Hoai Nam, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense; Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong.
The 4th Hanoi Command Party Congress is a congress of "Solidarity - Democracy - Discipline - Innovation - Development", affirming the achievements in the recent term; at the same time, making important decisions for the capital's armed forces to continue to have new, more comprehensive and solid development steps.
With the highest will and determination of the entire Party Committee, the Political Report submitted to the Congress identifies the core goals and orientations stated in the congress theme, which are: Promoting the heroic tradition; building a clean and strong Party Committee; the armed forces of the Capital with high quality, combined with high combat strength; contributing to building a "revolutionary, disciplined, elite, modern" Army to build the Capital "Cultured - Civilized - Modern".
Speaking at the congress, Senior Lieutenant General Pham Hoai Nam, Deputy Minister of National Defense, requested the Party Committee of the Capital Command to continue to thoroughly grasp the Party's guidelines and policies, the Fatherland Protection Strategy in the new situation and resolutions, strategies, projects, and laws on military and defense, especially Conclusion No. 159 of the Politburo and the Secretariat; Resolution No. 866 of the Central Military Commission on continuing to reorganize local military organizations "streamlined, compact, and strong" to meet the requirements of tasks in the new situation; concretization and determination of guiding policies and measures close to the characteristics of the situation and tasks of the Capital Command.
Proactively grasp the area, especially the key areas, improve the capacity to advise the City Party Committee and People's Committee to lead and direct the effective implementation of military and defense tasks; effectively handle situations, do not leave gaps in leadership, direction, and operation, do not be slow in work and absolutely do not be passive or surprised.
Strictly implement the task of combat readiness; closely coordinate with forces determined to maintain security, politics, social order and safety in the capital, creating a peaceful and stable environment for development...
The Congress elected the Executive Committee of the Party Committee of the Capital Command, term IV, 2025-2030, consisting of 19 comrades. Among them, there are the Secretary of the City Party Committee and the Chairman of the Hanoi People's Committee participating in the Party Executive Committee according to the provisions of the Party Charter, 17 comrades working at the Capital Command.
