Editor's note: The book "The National Assembly in the process of innovation to meet the requirements of building and perfecting the Vietnamese socialist rule-of-law state" by the late General Secretary Nguyen Phu Trong demonstrates profound strategic thinking and vision on building and perfecting the Vietnamese socialist rule-of-law state of the people, by the people, for the people.
The book helps cadres, party members, voters and people nationwide to have a deeper understanding of the Party's important thoughts, viewpoints and orientations on continuing to build and perfect the socialist rule-of-law state of Vietnam and continuing to innovate the organization and operation of the National Assembly.
Promoting the role and position of the highest representative body of the people
In June 2024, the Truth National Political Publishing House published a valuable book entitled: The National Assembly in the process of innovation to meet the requirements of building and perfecting the Socialist Rule of Law State of Vietnam. The book is a treasure trove of theoretical and practical documents on the Socialist Rule of Law State, on innovation in the organization and operation of the National Assembly.
The book consists of 844 pages, selecting and collecting 95 articles and speeches expressing the thinking and strategic vision of the late General Secretary Nguyen Phu Trong on building and perfecting the Vietnamese socialist rule-of-law state of the people, by the people, and for the people.
At the same time, it reflects the late General Secretary Nguyen Phu Trong's deep concern for the work of innovating the organization and operation of the National Assembly to build an increasingly strong, effective and efficient National Assembly, meeting the requirements of building and protecting the socialist Vietnamese Fatherland in the new period.
The guiding viewpoints of the late General Secretary Nguyen Phu Trong were summarized and clearly and vividly demonstrated throughout the process of participating in leading and directing the activities of the Party, State, and National Assembly and received the trust and high consensus of cadres, party members, our compatriots at home and abroad and international friends.
National Assembly Chairman Tran Thanh Man pointed out that over nearly 80 years, with 15 terms of operation, our National Assembly has always been close to and accompanied the nation, constantly promoting its role and position as the highest representative body of the people, the highest state power body of the Socialist Republic of Vietnam.
Each National Assembly term leaves its own mark and always fulfills the responsibilities assigned by the people, properly performing the functions of constitution-making, legislation, supreme supervision and deciding on important issues of the country.
With the responsibility of being the highest leader of the Party, having held the position of Chairman of the 11th and 12th National Assembly; President of the Socialist Republic of Vietnam; and a National Assembly delegate continuously from the 11th term (2002) to the present, the late General Secretary Nguyen Phu Trong was very attached to the National Assembly, and understood very well the organization and methods of operation of the National Assembly.
Late General Secretary Nguyen Phu Trong devoted much effort, intelligence and enthusiasm to the issue of organizational innovation and improving the operational efficiency of the National Assembly, contributing to building and perfecting the socialist rule-of-law state of Vietnam.
The guiding viewpoints and orientations of the late General Secretary Nguyen Phu Trong on the task of building and perfecting the socialist rule-of-law state in general and innovating the organization and operation of the National Assembly in particular were drawn from rich practice, demonstrating a vision, close, drastic, comprehensive and convincing direction.
According to the National Assembly Chairman, the book has demonstrated the steadfastness of the foundation of Marxism-Leninism and Ho Chi Minh's thought on the socialist rule-of-law state, while at the same time applying and creatively developing it to the specific conditions and circumstances of our country and our Party.
With his profound wisdom and deep understanding of the activities of the National Assembly, the late General Secretary Nguyen Phu Trong had scientific analysis, interpretation and important instructions, drawing conclusions on issues of objective law, contributing to clarifying the development of our Party's theoretical thinking on the socialist rule of law state.
At the same time, it has important guiding value to continue building a socialist rule-of-law state of Vietnam that is truly of the people, by the people, and for the people.
Operating guidelines
Talking about the value of the book, delegate Tran Thi Hoa Ry, Vice Chairwoman of the National Assembly's Ethnic Council, said that reading the entire book, the late General Secretary Nguyen Phu Trong's guiding ideology on the National Assembly and on building and perfecting the socialist rule-of-law state of Vietnam in recent years is clearly and systematically expressed.
The delegate said that supervision work was enhanced with the combination of many comprehensive methods and close coordination between the National Assembly's agencies. The supervision content focused on pressing issues of life.
Decisions on important national issues, especially those related to socio-economics, the state budget, and national projects and works, are increasingly of better quality, closely following and promptly responding to practical requirements.
The Vice Chairman of the Council of Nationalities emphasized that foreign affairs activities have achieved many positive results, contributing to enhancing the position of Vietnam and the Vietnamese National Assembly in the international arena.
The organizational structure has been consolidated, improved, and gradually stabilized, basically meeting the requirements of practical activities. Working methods and regimes have been gradually improved in the direction of promoting democracy, increasing initiative, creativity, and better coordination between relevant units and agencies.
According to delegates, the National Assembly sessions have truly become attractive political events and the discussions on draft laws, the socio-economic situation, and the quality of questioning and answering questions have been enthusiastic and dedicated.
The activities of the National Assembly have deepened awareness of building socialist democracy, contributed to strengthening the connection between the People and the Party and State, and created an image of dynamism and democracy in the socialist political system in our country.
The scientific and sharp arguments of the late General Secretary Nguyen Phu Trong in the book are the guiding principles for National Assembly deputies to better perform their duties, contribute more efforts and intelligence, and contribute to improving the effectiveness of the National Assembly and its agencies.
