Motorbikes running red lights and riding on sidewalks can be fined up to 6 million VND

According to new regulations, drivers who drive in the wrong direction, on the sidewalk, or run red lights will be fined from 4-6 million VND.

The Government issued Decree 168/2024/ND-CP regulating administrative sanctions for violations of traffic order and safety in the field of road traffic, effective from January 1, 2025.

The Decree stipulates a warning penalty for people from 14 to under 16 years old who drive motorbikes, mopeds, motorbike-like vehicles, or moped-like vehicles, or who drive cars, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles, or car-like vehicles.

Fines from 400,000 VND to 600,000 VND for people from 16 years old to under 18 years old driving motorbikes with a cylinder capacity of 50 cm3 or more or with an electric motor capacity of 4 kW or more.

Fines of 4-6 million VND apply to people from 16 to under 18 years old driving cars, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles and vehicles similar to cars.

Fines from 400,000 VND to 600,000 VND shall be imposed on drivers who stop or park their vehicles on the roadway, obstructing traffic; gathering 3 or more vehicles on the roadway or in road tunnels; illegally parking or leaving vehicles on the roadway or sidewalk.

Carrying two people in a vehicle, except for transporting a sick person to the emergency room, a child under 12 years old, an elderly person or a disabled person, or escorting a person who has violated the law, will also be subject to a fine of 400,000 to 600,000 VND.

This penalty also applies to the act of not wearing a "helmet for motorcyclists" or wearing a "helmet for motorcyclists" with the strap not properly fastened when driving on the road.

Driving a vehicle in a row of 3 or more vehicles; driving a vehicle towing another vehicle or object; carrying 3 or more people in the vehicle; stopping or parking on a bridge will be subject to a fine of 600,000 VND to 800,000 VND.

Drivers who drive in the wrong direction, on the sidewalk (except when driving on the sidewalk to enter a house or office); or who do not comply with traffic light signals; will be fined from 4-6 million VND.

Fines of 8-10 million VND will be imposed on drivers who weave or swerve on the road; use kickstands or other objects to scrape the road while the vehicle is running; drive in groups of two or more vehicles exceeding the prescribed speed; use horns and rev the engine continuously in densely populated areas or medical examination and treatment facilities, except for priority vehicles on duty as prescribed.

Decree 168/2024/ND-CP specifically stipulates the level of penalties and deduction of driving license points for drivers of cars, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles and similar vehicles violating road traffic rules.

Accordingly, a fine of 600,000 VND to 800,000 VND will be imposed on drivers who change lanes in unauthorized places or without signaling in advance; or carry more people in the cockpit than the prescribed number.

In case the driver does not wear a seat belt while driving on the road or carries a passenger in a car without wearing a seat belt (in a position equipped with a seat belt) while the car is moving, the fine will be from 800,000 VND to 1,000,000 VND.

Fines of 4-6 million VND will be imposed on drivers who hold and use phones or other electronic devices while driving a moving vehicle on the road; open the car door or leave the car door open unsafely; stop, park, or turn the car in violation of regulations, causing traffic jams...

A fine of 12-14 million VND applies to drivers who stop or park on the highway in an incorrect place.
