On December 29, Prime Minister Pham Minh Chinh - Head of the Government's Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently" - chaired the 6th meeting of the Steering Committee.
At the request of the Central Steering Committee on the reorganization of the political system, the Government Party Committee shall complete and send the Summary Report on the implementation of Resolution No. 18-NQ/TW to the Central Steering Committee before December 31, 2024.
At the meeting, Prime Minister Pham Minh Chinh requested the Steering Committee to continue listening, absorbing, perfecting and asking for opinions from the Politburo to soon promulgate regimes and policies for cadres, civil servants, public employees and workers in the process of restructuring and organizing the apparatus.
The Prime Minister assigned Deputy Prime Ministers in charge of various fields to continue directing the Ministry of Home Affairs and relevant agencies in the process of implementing the restructuring and streamlining of the apparatus, completing plans, and reporting to submit to competent authorities.
According to the latest information, after the merger, the merged Ministry of Construction and the Ministry of Transport will have a new name: the Ministry of Construction and Transport, the number of units under the merged Ministry will be 24 - 27 units, a 35 - 41% reduction in the number of units compared to before the merger.
In which, the activities of the Party Committee of the Ministry of Construction and the Party Committee of the Ministry of Transport will be terminated, and the Party Committee of the Ministry of Construction and Transport will be unified after being approved by competent authorities.
According to the merger plan, the Ministry of Agriculture and Environment is the unified name after the merger of the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment.
Regarding the organizational structure of the new Ministry after the merger, there will be 30 focal points, a reduction of 25 focal points compared to the 55 existing focal points in the organizational structure of the two Ministries (corresponding to a reduction rate of over 45%)".
Meanwhile, the Ministry of Information and Communications and the Ministry of Science and Technology will merge to become the Ministry of Science, Technology and Communications.
Regarding the apparatus, the Ministry of Information and Communications has 26 units, the Ministry of Science and Technology has 22 units, a total of 48 units. Currently, the two ministries have agreed to reduce the number of units to 34 after the reorganization. At the same time, they have agreed to have a roadmap to reorganize 1 press agency of the ministry (currently there are 2 newspapers: Vietnamnet and VnExpress). The two ministries have agreed on the principles of appropriate arrangement of personnel work, ensuring balance between the two sides.
The merger of ministries will be presented at the Central Committee meeting in January 2025, approved by the National Assembly in February 2025, and then officially merged. From now until January 15, the ministries will have to complete the merger goals set by the Central Steering Committee.
