The Inspectorate recommended reviewing the responsibilities of many groups and individuals in Can Tho related to violations in the area.

According to the Government Electronic Information Portal on October 17, Can Tho City Inspectorate has just proposed transferring the file to the Investigation Police Agency to investigate and clarify violations at the An Binh New Urban Area project, An Binh Ward, Ninh Kieu District.

When implementing this project, the People's Committee of Ninh Kieu district reported the cleared area as a basis for the Department of Natural Resources and Environment to advise the City People's Committee to allocate land to investors to implement the project with a rice-growing area of ​​over 10 hectares but without the Prime Minister's approval document as prescribed, showing signs of violating regulations on land management under Article 229 of the 2015 Penal Code.

Issuing a decision to allocate land when the project has not completed site clearance is not in accordance with regulations.

Information on the Government's Electronic Information Portal shows that the An Binh New Urban Area Project has a scale of 17.8 hectares, invested by Hong Phat Construction Investment Joint Stock Company (Hong Phat Company), with a total investment of more than 165 billion VND.

The project was approved in principle by the People's Committee of Can Tho City, with the goal of building a synchronous, modern, and complete urban area in accordance with the city's requirements for calling for investment in urban development, while at the same time creating a housing fund and building and developing infrastructure in Ninh Kieu district.

However, through inspection of procedures, processes, and authority in land acquisition, land price determination, compensation, support, and resettlement for households affected by the project, the inspection agency discovered limitations and shortcomings.

Notably, in addition to changing the purpose of using rice land of over 10 hectares without the Prime Minister's written approval, the project also applied the form of appointing investors through approving investors in the investment policy decision.

However, the inspection conclusion showed that Hong Phat Company did not have the right to use residential land for the land to implement the project, so it did not meet the conditions for bidding.

With a series of violations at the project, the Inspectorate recommended that the Chairman of the People's Committee of Can Tho City direct the Director of the Department of Construction, the Department of Natural Resources and Environment, and the People's Committee of Ninh Kieu District to review the responsibilities of the relevant collectives and individuals.

Also related to the People's Committee of Ninh Kieu District, in July 2024, the Can Tho City Inspectorate issued a conclusion on the inspection of the responsibility for performing public duties of the team of cadres, civil servants and public employees in handling administrative procedures (TTHC), providing public services to people and businesses at the People's Committee of Ninh Kieu District.

Through the inspection results, the Chief Inspector recommended that the Chairman of the People's Committee of Can Tho City direct the Chairman of the People's Committee of Ninh Kieu District to promptly direct the correction and overcoming of limitations and shortcomings in handling administrative procedures, especially the awareness and responsibility of officials and civil servants in the process of performing tasks and public services related to administrative procedures.

Draw experience in the process of leading and directing the settlement of administrative procedures to provide public services to people and businesses; at the same time, direct the organization to draw experience for collectives and individuals under its authority related to the limitations and shortcomings through the inspection results.
