On October 14, the National Assembly Standing Committee gave its opinion on the draft Law on Planning (amended).
The report on the draft Law on Planning (amended) presented by Deputy Minister of Finance Tran Quoc Phuong clearly stated that the draft Law supplements general principles for detailed planning for sectors; completes regulations on the planning system.
Supplementing regulations on handling conflicts between plans approved by different levels, between regional planning, provincial planning with sectoral planning, detailed sectoral planning and between planning at the same level.
The planning list has been reviewed and the number of plans has been reduced according to the principle of "one agency performs many tasks, one task is assigned to only one agency to preside over and take primary responsibility".
Accordingly, the number of plans has been reduced from 78 plans to 45 plans (down 42%).
Presenting the review report, Vice Chairman of the Economic and Financial Committee Nguyen Ngoc Bao said that this Committee proposed to continue studying and completing the planning list.
This is to ensure consistency, linkage, feasibility, stability, each type of planning is clear in terms of meaning, purpose, content, and necessity of promulgation; ensure handling of shortcomings.
The inspection agency proposed to have a separate handling mechanism for cases of detection of conflicts between plans.
Commenting at the meeting, Chairman of the National Defense, Security and External Relations Committee Le Tan Toi highly appreciated the addition of the content of national defense and security land use planning, clearly stipulating the need for land use phases for national defense and security.
However, he is concerned about handling conflicts between national defense and security land planning and socio-economic development and investment planning. Because this is an issue with many problems and when resolved, it takes a lot of time.
The Chairman of the National Defense, Security and External Relations Committee cited that at Tan Son Nhat airport "when handling the guns (concrete guns) at the airport, it took several years for the Prime Minister to get in and handle it".
From there, Mr. Le Tan Toi proposed to study and include the handling of this conflict in the law so that the Government can specify, how to harmonize economic and social development, ensure investment for national development, and ensure national defense and security.
Vice Chairman of the National Assembly Nguyen Khac Dinh acknowledged that the content of this law submitted by the Government was carefully and elaborately prepared by the Government. However, the bill is "still very tight".
Regarding national planning, the Vice Chairman of the National Assembly emphasized that it must be decided by the National Assembly, while sectoral planning is under the authority of the Government. These are very important plans, the life of the economy, so they cannot be decentralized.
"What can be decentralized, it can be decentralized, but there are also things that are definitely not decentralized. In the sector planning that is decided by the Minister, each Minister is in charge of an industry, each ministry is in charge of its own industry" - Vice Chairman of the National Assembly expressed his opinion.
After the above analysis, the Vice Chairman of the National Assembly suggested that the amendment of the law should be "concentrated" and only focus on the things that really need to be changed.
Speaking to receive and explain later, Deputy Prime Minister Nguyen Chi Dung emphasized that this is a difficult and complicated law, the approach is "correct", both implemented and amended to perfect.
According to the Deputy Prime Minister, "the planning is the same, there are also conflicts, overlaps, and conflicts, so we must follow the "right" method.
This amendment to the law, according to the Government leader, must ensure consistency and unity in the legal system on planning; have transitional regulations to inherit the planning of the established periods to the maximum.
