In the afternoon of April 16, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired a meeting with leaders of departments, branches, and People's Committees of communes/wards on administrative reform (CCHC), administrative procedure control, the situation of administrative procedure implementation and the decentralization and authorization of administrative procedures in the city.
People's satisfaction rate reaches nearly 99%
Reporting at the meeting, Director of the Department of Home Affairs Nguyen Minh Long said that in administrative procedure reform, the city has approved the simplification of 15 procedures, helping to reduce an average of 1.26 days/dossier; announced 566 internal procedures, promoting the transition from manual management to modern management.
Currently, the whole City has 2,075 administrative procedures, of which more than 53.6% have provided full online public services. About 52.5% of procedures have been restructured in the online direction, focusing on the group of procedures with high frequency.
In particular, 100% of procedures are implemented regardless of administrative boundaries. The satisfaction rate of people reached nearly 99%; the digitalization index of dossiers improved sharply, putting Hanoi in the leading group in the country.
Regarding the organizational structure, the city continues to streamline and improve the effectiveness and efficiency of operations. The total staffing in 2026 is 13,555, including reserves to serve organizational adjustments.
Decentralization and authorization work has been promoted, with 143 tasks assigned to departments and branches and 156 tasks for communes; 668 administrative procedures have been authorized to be resolved, helping to shorten processing time by 3-5 days, and the on-time rate reached 95.77%.
Besides the achieved results, the report also clearly pointed out some shortcomings such as: Grassroots organizational structure is not synchronized; information technology system is not complete; commune-level human resources are still limited; some units have not paid attention to surveying people's satisfaction level; the responsibility of heads in some places is not high.
Reporting at the meeting, Deputy Director in charge of the City Public Administrative Service Center Phan Van Phuc said that as of April 15, 2026, the whole city has authorized 668 procedures in 11 different forms; and there are 140 procedures proposed to expand decentralization and authorization. From the beginning of the year to now, procedures authorized from the city level to departments and branches have processed 9,948 dossiers, saving more than 2.32 billion VND in social costs. For communes, 121,688 dossiers have been processed, saving about 30.18 billion VND. In total, decentralization and authorization have helped save about 32.5 billion VND in more than 3.5 months.
The time to resolve procedures has been shortened from 3-5 days; the rate of timely and early dossiers reached 95.77%, an increase of 1.52% compared to before decentralization. Some areas have seen clear improvements such as: Land procedures shortened by 15-30% of the time; business registration of individual households reduced by 1-2 days; construction permits for individual houses reduced by 3-5 days.

Attaching personal responsibility in performing official duties
Concluding the meeting, Chairman of Hanoi People's Committee Vu Dai Thang assessed that, through practical implementation, localities have shown proactiveness and confidence in receiving and implementing assigned tasks. However, besides the achieved results, there are still limitations, both objective and subjective. In which, information technology infrastructure in some places does not meet requirements; the arrangement of human resources and funds at the grassroots level is still inadequate...
Regarding tasks for the coming time, the Chairman of the City People's Committee requested units to focus highly on synchronously deploying administrative reform solutions. In which, urgently complete and synchronize the information technology system, especially building a common data center of the city, as a foundation for effective deployment of online public services and interconnection with the systems of ministries and sectors.
At the same time, continue to promote decentralization and authorization in parallel with ensuring conditions for implementation, especially in terms of human resources, finance and facilities; and at the same time strengthen inspection and supervision, attaching personal responsibility in the performance of official duties.

Regarding the land sector, Mr. Vu Dai Thang requested to review and rearrange the model of the Land Registration Office in accordance with the orientation of organizing a two-level government, ensuring streamlining and no intermediaries.
Regarding the model of the Public Administrative Service Center, Mr. Vu Dai Thang proposed that relevant units study adjustments in the direction of streamlining, efficiency, in the true spirit of "one level, no intermediaries", ensuring that people and businesses only need to go to the commune level to be fully resolved administrative procedures. The reorganization must take people as the center, most convenient for people.
The Chairman of the City People's Committee requested agencies and units to urgently develop specific plans and roadmaps to implement the above contents, ensuring that administrative reform truly becomes substantive, creating clear changes, contributing to promoting socio-economic development of the Capital.
