Politburo member and Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 21/CD-TTg dated March 4, 2025 on the management of ensuring rice supply and demand balance in the face of developments in the world and domestic markets.
According to the telegram, in the first months of 2025, global rice trade will be complicated, and world supply will become redundant. Import demand from countries around the world has decreased, there are no signs of recovery in the short term, major importing markets are cautious in storing and purchasing rice.
Due to the impact of world supply and demand, Vietnam's rice exports in the first two months of the year tended to decrease due to the continuous decrease in export prices.
In the country, the Mekong Delta provinces are harvesting a large amount of rice in the Winter-Spring crop, so there is a phenomenon of rice purchase prices decreasing significantly compared to the same period in 2024.
To ensure the management of balancing domestic rice supply and demand and promoting production and business activities, the Prime Minister requested to focus on directing and urgently implementing the following tasks:
The Minister of Agriculture and Environment directs localities in the Mekong Delta region to ensure production output and planned areas, focus on producing and harvesting rice in the Winter-Spring crop on time; closely monitor the seasonal schedule and drought and salinity to limit the impact on rice production.
Continue to focus on effectively directing the implementation of the Project "Sustainable development of 1 million hectares of high-quality and low-emission rice associated with green growth in the Mekong Delta by 2030", especially promoting the replication of the rice production process to reduce emissions to reduce production costs and increase selling prices for farmers.
In the long term, focus on researching and improving production structure and product quality, focusing on high-quality and valuable rice varieties, specialty rice varieties.
Applying modern technology, investing in research and breeding, developing rice varieties that are resistant to drought, salinity, and resistant to pests and diseases to respond to climate change and natural disasters.
The Minister of Industry and Trade studies and proposes to supplement criteria and conditions for enterprises trading, exporting and importing rice, in the direction of priority and incentives for units with production chains and product packaging with synchronous and modern warehousing and logistics systems to overcome the situation where traders buy and force farmers to buy.
Propose to develop criteria to assess the credit rating of rice export and import enterprises towards reducing units and transparency of information.
The Governor of the State Bank directs research and calculation to expand lending quotas and terms for capable enterprises with warehouse systems to buy rice temporarily stored in times of market fluctuations and low purchase prices.
Direct commercial banks to create favorable conditions for people and businesses to access credit capital with preferential interest rates, meeting the credit needs for purchasing and exporting rice, especially purchasing rice goods for the Winter-Spring crop.
The Minister of Finance directs and creates conditions for early export tax refunds to facilitate rice business and export.
Create a quick and convenient customs clearance mechanism for exporting enterprises. Strengthen inspection of rice import-export activities to create transparency and fairness for the market.
