Deo Ca Group consortium wins bid package for road tunnel project through Hoang Lien Pass

The consortium led by Deo Ca Group has just been announced to have won a bid package of more than VND 2,600 billion for the road tunnel project through Hoang Lien Pass.

According to Decision No. 256/QD-BQLDA signed by Mr. Mai Khac Phuong - Director of the Lai Chau Province Traffic Construction Investment Project Management Board on November 4, 2025, the consortium including Deo Ca Group - 299 Construction and Trading Joint Stock Company - 68 Construction Service and Trading Joint Stock Company - Thanh Tuyen One Member Co., Ltd. - Lai Chau No. 10 Company Limited - Khanh Hung Construction & Trading One Member Co., Ltd. won package No. 23 of the project.

The scope of work includes the entire construction part, construction equipment, survey work and construction drawing design (TKBVTC). The winning bid price reached VND 2,628,312,477,299, nearly equivalent to the estimated VND 2,668,425,364,403, showing that the consortium has offered a price very close to the approved cost. The contract implementation period is 720 days from the date of signing.

The package is widely organized domestically, online, applying the mixed- whole package unit price contract with construction drawing design costs, fixed unit prices for surveys and adjusted unit prices for construction and equipment.

The Management Board assigned the Planning Department and the Technical Department to base on the approved results to complete the contract and organize the signing, and at the same time requested the enterprises in the consortium to be responsible for implementing the decision.

The Hoang Lien Pass Road tunnel project has a total investment of more than VND 3,300 billion, approved by Lai Chau Provincial People's Committee in March 2025. The project aims to complete the main traffic infrastructure of the Northwest region, overcome the dangerous steep pass on National Highway 4D, while creating momentum for socio-economic development, linking Sa Pa - Tam Duong tourism and ensuring national security and defense in the border area.

Deo Ca Group is currently simultaneously implementing the Dong Dang - Tra Linh, Huu Nghi - Chi Lang, and Tuyen Quang - Ha Giang expressways, projects of strategic significance in connecting border areas, contributing to promoting regional economy, ensuring national security and defense.

In October 2025, the Hanoi Traffic Construction Investment Project Management Board announced that the Deo Ca consortium won package 27/XL of the Thuong Cat bridge project and the road at both ends of the bridge, with a contract value of nearly VND6,000 billion. Previously, in the third quarter of 2025, the consortium led by Deo Ca was assigned to implement package XL01 - construction of the section Km4+00 to Km13+900 of the Ho Chi Minh City - Long Thanh expressway expansion project, worth more than VND 5,868 billion.

On August 15, the Hanoi Traffic Construction Project Management Board announced the results of the selection of contractors for package 07/TP3-EPC of the Ngoc Hoi bridge project and the approach roads at both ends of the bridge. The consortium of winning bids includes 9 domestic and foreign enterprises, including Deo Ca Group, with a contract value of more than VND 8,234 billion and a construction period of 30 months.

In the first half of 2025, Deo Ca has also continuously appeared in major packages: Package No. 16 for the construction of the Thuan Nam - DT.709 intersection (VND85.9 billion) on the North - South expressway; Package No. 31 for the construction of the traffic monitoring system on the Mai Son - National Highway 45 section (VND55 billion); and the Cho Moi - Bac Kan route construction package (VND4,800 billion).
