On November 10, the People's Council of Dong Nai province passed a Resolution approving the investment policy for the project to build Huong Lo 2 (from National Highway 51) to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway under the PPP public-private partnership method.
According to the People's Committee of Dong Nai province, the completion of the Huong Lo 2 route from National Highway 51 to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway aims to gradually complete the traffic system according to the planning of Dong Nai province, creating an axis of the road along the Dong Nai river to promote the development of modern super urban areas along the river, creating conditions for socio-economic development of the province, sharing traffic and reducing traffic pressure for National Highway 51.
At the same time, according to the opinion of the Provincial Party Committee Standing Committee, the Huong Lo 2 extension project is an urgent project and an anti-waste project for the Vam Cai Sut bridge construction project...
The Huong Lo 2 road construction project from National Highway 51 to Ho Chi Minh City - Long Thanh - Dau Giay Expressway has a total estimated investment of about VND 5,888.85 billion and uses Dong Nai province's budget to carry out compensation and site clearance of about VND 573.54 billion.
This is a group A project, a level 1 project about 15.5 km long with a road width of 60 m and is divided into 3 sections:
Section 1 from National Highway 51 to An Hoa 2 Bridge is about 1.98 km long, investing in upgrading the technical infrastructure system and road cross-section according to the plan, roadway 60 m (excluding the section from Km 0+000 to Km 0+350 has been fully invested);
Section 2 from An Hoa 2 Bridge to Vam Cai Sut Bridge is about 6.2 km long, only investing in 1 unit of An Hoa 2 Bridge and 1 unit of Vam Cai Sut Bridge, the rest is not invested (belonging to the An Hoa - Huong Lo 2 Bridge project and Long Hung - Phuoc Tan bridge and road (phase 1) issued by Dong Nai Provincial People's Committee for Investment Certificate to Dong Nai General Agricultural Service Cooperative Federation);
Section 3 from Vam Cai Sut Bridge to Ho Chi Minh City - Long Thanh - Dau Giay Expressway, about 7.5 km long, will be invested in a new section according to the 60 m roadmap.
The construction period is expected to be from 2025-2028, the project will pass through Tam Phuoc ward, Long Hung ward and An Phuoc commune of Dong Nai province.
Donacoop Infrastructure Investment Joint Stock Company is the investor in preparing the project feasibility study report.
The project is divided into 2 component projects.
In which, component project 1 - compensation and resettlement support for Huong Lo 2 road has a total investment capital of about 573.54 billion VND, from public investment capital of Dong Nai province;
Component project 2 - Huong Lo 2 construction investment has a total investment capital of about VND 5,315.31 billion, invested under the public-private partnership method, construction - transfer (BT) contract type, paid from the state budget.
The form of investor selection is bidding to select investors according to the provisions of the law on PPP and bidding.
