MobiFone Telecommunications Corporation - a defense and security enterprise under the Ministry of Public Security accompanies the Thai Nguyen provincial government in implementing the operation of the Information System for handling administrative procedures according to the 2-level local government model, contributing to promoting administrative reform and building an effective digital government.

The two-level local government model is a major policy of the Party and State, with strategic significance in streamlining the apparatus, improving the effectiveness and efficiency of government operations, aiming to serve people and businesses better and better.

In the context of promoting online public services, reducing contact, reducing procedures, reducing staff, reducing intermediaries, MobiFone's implementation activities contribute to the effective operation of the local government apparatus at both levels, in accordance with the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on the development of science, technology, innovation and national digital transformation.
Standarizing the process of handling administrative procedures and operating a modern, smooth, and synchronous public service system plays a key role, ensuring the provision of comprehensive public services in electronic form, overcoming administrative boundary barriers.
Previously, MobiFone organized training sessions with the goal of equipping the team of cadres, civil servants, public employees, and workers working at the Provincial Public Administration Service Center, cadres of units of departments, branches, and sectors, especially commune/ward-level administrative units that have just been rearranged.
Through that, the program contributes to ensuring unity in professional processes, technical operations, improving the capacity to use online public service systems, meeting the requirements of administrative reform in the new period.
Along with that, an effective and diverse technical support mechanism has been established, such as the 24/24 support system, MobiFone Meet Online rooms by area, technical and professional working groups sent to the grassroots unit, to ensure that all cadres, civil servants and public employees are accompanied and supported in a timely manner throughout the conversion process.

Since the implementation of tasks to resolve administrative procedures, the new Phan Dinh Phung ward has installed machinery systems according to the instructions of the Central and local governments. Regarding digital transformation, the locality has coordinated with MobiFone Telecommunications Corporation - the unit implementing the operation of the information system for handling administrative procedures to prepare for the application of the two-level government model.

This is also an important step for MobiFone Telecommunications Corporation and Thai Nguyen province to guide the process of handling administrative procedures, operating the Information System for handling administrative procedures according to the two-level local government model, ensuring that the new government officially comes into operation smoothly and effectively from July 1, 2025.
