At the closing session on the morning of June 27, the National Assembly voted to pass the Resolution of the 9th Session of the 15th National Assembly.
The Resolution clearly states that the transition to applying a number of specific mechanisms and policies has been allowed by the National Assembly in some localities after implementing the restructuring of the apparatus and expanding administrative boundaries according to the policies of the Party and State.
Accordingly, localities (including provinces and cities: Da Nang, Khanh Hoa, Ho Chi Minh City and Can Tho) after the merger of administrative units are allowed to continue implementing specific mechanisms and policies of the National Assembly, except for the provisions that have been abolished according to the provisions of the Law on Organization of Local Government No. 72/2025/QH15, corresponding to localities before the merger of provincial-level administrative units.
Allow new communes and wards corresponding to Buon Ma Thuot city in Dak Lak province after implementing the arrangement of administrative units to continue applying specific mechanisms and policies in Resolution No. 72/2022/QH15 applicable to Buon Ma Thuot city before implementing the 2-level local government model.
Assign the Government to direct the assessment of the impact of policies, ensuring the principle of balancing revenue and expenditure in accordance with the State Budget Law.
Summarize and evaluate specific mechanisms and policies for localities (after completing the merger and consolidation) to adjust and supplement to suit the new situation or submit to the National Assembly to legalize clear issues that have been tested in practice for nationwide application.
The Resolution clearly states that the National Assembly passed a Resolution amending and supplementing a number of articles of the 2013 Constitution, amending the Law on Organization of Local Government, creating a full legal basis for implementing the policy of streamlining the apparatus of the political system, building a model of two-level local government.
The National Assembly and the National Assembly Standing Committee have issued, under their authority, resolutions on the arrangement of provincial and commune-level administrative units to officially implement the 2-level local government model from July 1.
The National Assembly affirmed that these are important decisions of profound historical significance, directly affecting and impacting the entire political system, each people and the whole society, especially for 696 district-level administrative units and provincial and commune-level administrative units implementing the arrangement nationwide, which will end their operations from July 1.
The National Assembly and voters nationwide acknowledge and highly appreciate the historical role and contributions of Party committees and authorities of district-level administrative units nationwide.
The district level has steadfastly and persistently shouldered great responsibility, excellently and fully fulfilled the glorious historical mission over the past 80 years to create a solid foundation for the country to enter a new stage of development, moving towards a model of organizing local government at 2 levels.
The National Assembly also appreciates the sacrifice and dedication of collectives and individuals for the common goal, for the common interests of the nation and people.
The National Assembly requested the Government, local authorities at all levels, agencies and organizations concerned to focus on arranging, perfecting and stabilizing the organizational apparatus so that local authorities at both levels can operate smoothly, effectively and efficiently; have mechanisms and policies to care for, support and promptly encourage those affected by the arrangement and streamlining of the organizational apparatus.
