With the theme "Digital transformation, technology transformation - breakthrough to reach out", the seminar attracted the participation of many economic experts, technology experts and representatives of Vietnam's leading private IT enterprises, to discuss solutions to promote national digital transformation.

Mr. Nguyen Xuan Hoang - Vice Chairman of the Board of Directors of MISA expressed his agreement and support for the State's policy of arranging funding to provide free digital platforms and accounting software for small and micro enterprises, business households and individuals. This is an important step to promote digital transformation, supporting millions of business households and small businesses to gradually approach the digital economy.

To ensure the effectiveness of the implementation of policies for businesses, business households and technology industry, MISA representatives propose solutions. Firstly, MISA recommends not to specify a few only businesses developing shared software and providing free for small businesses and business households. In fact, the previous common software guidelines were unsuccessful because this exclusive form limited innovation, not meeting the diverse needs of millions of businesses and business households. At the same time, the handling of a few software development units can negatively affect the domestic software industry, contrary to the goal of developing the private economy. In addition, this exclusive mechanism can make the technology industry lack of competitiveness, lack of diversity, difficult to meet the specific needs of each industry.
Second, MISA proposes that the Government focus on developing technical standards and providing direct or indirect financial support such as tax deductions for end users to promote effective digital transformation. Mr. Nguyen Xuan Hoang expressed the need to create a competitive environment, encourage innovation and diversify accounting software and electronic invoice products. At the same time, practical financial support policies will help small businesses and business households proactively choose suitable software, reduce costs and optimize digital transformation efficiency. In particular, the Government's preferential policies for domestic technology enterprises will develop innovative solutions to meet the diverse needs of small enterprises, contributing to building a sustainable digital ecosystem.
MISA representative cited successful lessons from the Tax sector in implementing electronic invoices (ECIs). He emphasized that this success is due to the open-ended approach and participation of many different technology enterprises. Within 2 years, nearly 100% of businesses have applied electronic invoices without any obstacles. This is a clear demonstration of the effectiveness of building open standards and creating a market instead of product monopoly Mr. Nguyen Xuan Hoang affirmed.
At the seminar, led by Dr. Nguyen Nhat Quang - member of the Founding Council of Vinasa, Director of Vinasa Institute of Science and Technology - chaired, many important opinions were shared by experts and representatives of the business. Mr. Dau Anh Tuan, Deputy General Secretary of VCCI, supported the view of creating an open and fair market for all technology businesses, including developing private units such as Unica, participating in competition. In addition, Ms. Phan Thi Thanh Ngoc - Director of VNPT AI application consultancy, with Mr. Nguyen Xuan Hoang - Vice Chairman of MISA Board of Directors, and Mr. Nguyen Viet Duc - CEO Unica, also emphasized the importance of creating a fair competitive playground, helping technology businesses to develop solutions suitable to the diverse needs of small businesses and business households.
As a member of the Prime Minister's Policy Advisory Council, Mr. Can Van Luc highly appreciated the goal of digital transformation to support business households to quickly develop into enterprises. He agreed with the viewpoint of experts and businesses on the need to implement policies in a flexible, diverse and practical manner. At the same time, he acknowledged the proposals from experts and speakers and closely coordinated with implementing agencies to build effective policies, both promoting creativity and practically supporting the technology business community and business households.
Concluding the discussion, Vice Chairman of the Board of Directors of MISA recommended that the Government should shift to developing open technical standards and providing direct financial support for small businesses and business households. This is the key to building a dynamic technology market, arousing creativity and empowering small businesses to proactively choose optimal solutions, thereby expanding digital transformation sustainably and effectively.
