According to the agreement, Vingroup, Exposure and Kinshasa City (through functional agencies) will coordinate to research and promote the purchase and deployment of VinFast's purely electric vehicles, from buses, cars to electric motorbikes, to serve the needs of the City and people. In parallel, the parties will jointly build an electric vehicle ecosystem, including a network of charging stations and after-sales services.

Regarding the goal of switching to electric vehicles, the agreement will focus on modernizing and greening the transportation system of Kinshasa City in both public services and the transportation system for officials, administrative staff and people.
Vingroup, through its subsidiary VinFast, will provide detailed trade and technical proposals for the fleet (buses, cars, motorbikes). Exposure will be responsible for preparing detailed preliminary business plans for the fleet purchase and infrastructure development project, initiating local administrative and legal procedures necessary for import, distribution and operation. Kinshasa City, meanwhile, will consider and propose necessary incentive mechanisms, including tax policies, legal frameworks and infrastructure access, to promote the development and use of green transport. A focal point agency will also be appointed to manage and supervise the electric bus fleet.
In the initial phase expected from now until the end of the first quarter of 2026, the parties agreed on a roadmap to sign official contracts to realize the above goal. According to this roadmap, VinFast will supply about 500 electric buses and 1,000 electric cars to serve the public car fleet in Kinshasa. At the same time, VinFast and Exposure plan to deploy contracts to supply and distribute to the market from 10,000 to 20,000 electric cars, 50,000 to 100,000 VinFast electric motorbikes.
For the goal of developing a green ecosystem, the parties will coordinate to develop a large-scale charging station network and an authorized service workshop system, ensuring stable operation and convenience for electric vehicle users.
Specifically, Vingroup affirms its commitment to sustainable development and actively contributes to the locality, through knowledge transfer and human resource training activities. These activities include training drivers, technicians and on-site operators, and supporting technical design for electrified transport infrastructure. Exposure will play a role in assessing the technical and economic efficiency of the charging station network and maintenance and repair facilities. For its part, Kinshasa City is committed to supporting land funds, distributing charging station locations, and solutions to ensure power supply, creating a solid infrastructure foundation for Vingroup's green transportation ecosystem here.

Previously, the Kinshasa Capital Government and Vingroup Group also signed a Memorandum of Understanding to develop large-scale urban projects in Congo. According to the MoU, the two sides will coordinate to research and develop a large riverside urban project on a land area of about 6,300 hectares, with a strategic location in the capital's expansion plan.
The megacity project includes housing, villas, hospitals, schools, commercial centers, hotels, entertainment areas, along with government agencies and ministries in the future, promising to become a tourist destination as well as a new development symbol of Kinshasa.
