Chen Zhi, founder of Prince Group in Cambodia, has been involved in banking services and a pick-up shop in Cambodia, as well as Chen Zhi's connections with financial firms and car rental companies in Singapore, which have been discovered by Straits Times in a two-week investigation.
The investigation shows that Chen Zhi may have transferred money from related businesses in Cambodia, most of which were sanctioned in the US investigation, to a number of companies in the auto business.
The money transfer by this scammer was partly done through the Cambodia TGC - a "goodshop" in Phnom Penh chaired by Cambodian citizen Chhay guy.
Chhay guy, along with Chen Zhi, was sanctioned by the US Treasury Department for being involved in online fraud and money laundering. Chhay Guy and Chen Zhi have also been accused by the UK of participating in, facilitating or assisting in human rights violations.
TGC Cambodia's CEO is Singaporean Quek Teng Guan, while Cambodian citizen Tan Yew Kiat, 49, is listed as the director of the grocery store.
Tan Yew Kiat - owner of private car rental and finance facility SRS Auto on Kung Chong Street - was arrested last week after the Singapore Police Force (SPF) launched a series of raids related to the investigation of scammed tycoon Chen Zhi and related companies.
The clothing store in Phnom Penh has 4 directors including Chhay, Tan and Quek, along with the CEO of Prince Honn Sorachna Bank.
Prince Bank in Cambodia is controlled by Chen Zhi and Chhay Guy and is the only two shareholders. Prince Bank and its CEO were also sanctioned in the US investigation.
Information about Quek is very little while Tan has appeared in the media due to a series of controversies related to business activities.
Tan is the founder of women's garment company bYSI, currently a director at 16 companies in Singapore, all registered at the SRS building on Kung Chong Street. Tan is also the owner and sole shareholder of SRS Auto. In 2022, SRS Auto was embroiled in controversy when it voluntarily proposed to privateise the precision engineering company Allied technologies in cash.
Tan is said to have a close relationship with scamm boss Chen Zhi. According to documents obtained by Straits Times, SRS Auto still owes Skyline Investment Management - Chen Zhi's family asset management office in Singapore and has also been fined by the US Treasury Department. At the time of the loan - May 2017, the Skyline was called TS-Wheelers.
Straits Times also discovered a connection between Chen Zhi and a Singaporean woman Chen Xiaoxuan, who also resides at the same address as Tan and is also involved in the car rental business. The 25-year-old is a director of a number of companies, including Cars and Coffee Leasing and Supreme Cars Financial Services, both established in 2021.
Chen Xiaoxuan founded Rolls Platforms in August 2025. In 2022, Chen Xiaoxuan established 2JKB, just 7 months before buying a commercial building in Jalan Kilang Barat. The building owner, ESR-LOGOS REIT, divested from the property for $35.3 million in November 2022.
All four companies registered under the name Chen Xiaoxuan have a common address on Jalan Kilang Barat. The commercial complex was identified in the US investigation as the Singapore address of 11 companies directly linked to Chen Zhi and 3 companies linked to Chen Xiuling, say Karen Chen, a close friend of the scammer in Singapore and was also sanctioned in the US investigation.
