On November 25, the Chairman of the Ho Chi Minh City People's Committee signed a document directing departments and branches to urgently review and propose amendments to regulations that are not suitable for the implementation of administrative procedures regardless of administrative boundaries, and at the same time deploy full online public services.
According to the directive, regulations such as having to submit original documents, submit them at the place of residence or the place of headquarters, the place of initial issuance of results, or being present to sign the results will be eliminated.
Departments and branches will adjust internal processes and electronic processes to ensure that 100% of administrative procedures in Ho Chi Minh City are carried out regardless of administrative boundaries in 2025.
The City Digital Transformation Center will upgrade the Administrative Procedure Information System, ensuring complete digitization of records, converting data from old systems after the merger, serving online management, operation and provision of public services, to be completed in November 2025.
The Ho Chi Minh City People's Committee Office coordinates with departments, branches and the Digital Transformation Center to focus on implementing solutions to restructure processes, provide online public services on the National Public Service Portal, especially ensuring 100% of administrative procedures related to businesses are carried out online, smoothly, minimizing paperwork.
The Chairman of the Ho Chi Minh City People's Committee emphasized that this is an important and urgent task, requiring heads of departments and branches to focus on leading, directing, and ensuring substantial administrative procedure reform, bringing practical benefits to people and businesses.
The Ho Chi Minh City People's Committee Office will monitor, synthesize the results, periodically report and promptly propose solutions to arising problems.
Ho Chi Minh City currently has more than 2,000 administrative procedures carried out regardless of administrative boundaries.
People and businesses, regardless of their place of residence or place of head office registration, can submit and receive the results at any convenient location.
The process of handling administrative procedures regardless of administrative boundaries includes 5 steps: receiving, accepting approval, digitizing results, transferring results, returning results. The settlement period and fees remain the same. The difference is that cadres must digitize 100% of input documents. In case the procedure requires a paper copy, the dossier will be sent by post or shipping unit immediately on the same day.
