Article 25 of Decree 138/2026/ND-CP detailing a number of articles of the Law on Employment on professional skills development (effective from April 7, 2026), stipulates the rights of people with national professional skills certificates as follows:
1. Be considered for priority by employers in recruiting, arranging, and using labor in positions suitable to the profession and level of professional skills that have been certified according to the provisions of law.
2. Be considered for enjoyment of salary, wages, salary increase, rank promotion, allowances, subsidies and preferential treatment regimes according to the job or title corresponding to the recognized professional skill level according to the provisions of labor law, on agreements in labor contracts between employers and employees according to the provisions of law.
3. Be considered for recognition of capacity, priority in recruitment, use, consideration for salary promotion, allowances, subsidies, career advancement when having a national vocational skills certificate at a higher level.
4. Be considered for priority, creating conditions to participate in training courses and fostering to improve professional skills.
5. Be considered for recognition of credits, modules, or exemption from some modules, in the vocational training program, higher education according to the decision of the head of the vocational education institution, higher education; participate in articulation and conversion training programs to continue studying, improve qualifications, in accordance with professional expertise requirements or professional skill level in the National Vocational Skills Framework according to the provisions of law.
6. People who achieve excellent national vocational skills certificates are considered, honored, and rewarded according to the provisions of law.
7. Priority is given to job introduction, supporting the connection of labor supply and demand through the job service system.
8. Be considered for mutual recognition between Vietnam and other countries and territories regarding the national vocational skills certificates issued according to the provisions of this Decree.
Thus, from April 7, 2026, people with national vocational skills certificates are entitled to the above benefits.
