
From April 15, 2026, Circular 08/2026 issued by the Ministry of Science and Technology officially takes effect, regulating the verification of ground mobile subscriber information.
According to regulations, telecommunications enterprises will compare and synchronize subscriber information with the national population database. On that basis, data is displayed through the VNeID application, allowing people to proactively check how many subscriber numbers they are holding.
Through the application, users can confirm the subscriber numbers they are using and be responsible for the numbers they have confirmed. For subscribers not used by themselves, people may not confirm them so that telecommunications businesses can handle them according to regulations.
According to the roadmap, for subscribers who are not confirmed or have incompatible information, telecommunications enterprises will implement service restrictions according to regulations, including one-way, two-way temporary suspension and may recall numbers if not supplemented and updated in time.
This regulation aims to help people understand the subscriber information in their name, thereby limiting the situation of being exploited for personal information to register for non-genuine SIMs.
It is recommended that people monitor notifications from network operators or on the VNeID application to carry out timely inspection and confirmation, ensuring their rights during service use.
Not only stopping at reviewing subscriber information, Circular 08 also supplements the requirement for biometric authentication for mobile subscribers.
Accordingly, from June 15, 2026, newly developed subscribers must verify facial biometric data with the national population database and ID card data. This is a mandatory condition when registering for a new subscription.
In case of changing the device used, when the system detects a change, the subscriber may be temporarily suspended from the dial call if the face re-verification is not completed as required.
This regulation is assessed to have a mechanism similar to security measures being applied in the banking sector, in order to limit the use of non-genuine SIMs and reduce risks when SIMs are lost.
The following are the steps to self-verify a genuine SIM on VNeID:
Step 1: Log in to the VNeID application, on the Home screen the notification is displayed, citizens press Access function
Step 2: Verify by passcode or fingerprint/face (depending on the authentication configuration of the account on the device)
Step 3: Tap the phone number
Step 4: Select the integration request (click on the request to view detailed information)
Step 5: Confirm information integration

- Tap Confirm
Step 6: Confirm not to integrate information
- Citizens check the information
- Select No subscriber number
- Tap Confirm
Step 7: Confirm successful integration
