Clause 1, Article 37 of Decree 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance stipulates: Health insurance participants when seeking medical examination and treatment must present information about the health insurance card, personal identification documents of that person in one of the following forms:
a) ID card or citizen identification card or electronic identification account (VNeID) level 2 that has integrated information about the health insurance card;
b) Electronic or paper health insurance cards. For health insurance participants specified in points a, b, c and d, clause 3, Article 12 of the Health Insurance Law who do not have information about health insurance cards that can be found on the information technology system, they must present a paper health insurance card. In case of using health insurance cards without photos or health insurance codes, they must present one of the personal identification documents: citizen identification card, citizen identification card, ID card certificate, passport, linked to level 2 electronic identification account (VNeID) or VssID application or other personal identification documents issued by competent agencies and organizations or confirmation from commune-level police.
Clause 6, Article 9, Decree 69/2024/ND-CP Regulating electronic identification and authentication as follows: Information on electronic identity and integrated information on electronic identification cards, electronic identification accounts is valid to prove, equivalent to providing information or using, presenting documents containing that information in performing administrative procedures, public services, transactions and other activities.
Thus, you can use the health insurance card integrated in VNeID instead of the paper health insurance card when going for medical examination and treatment.
