A reader who is a teacher at Hoa Po Lang kindergarten, Village 20, Cu Bong, Ea Kar, Dak Lak said, based on Decision 582/QD-TTg dated April 28, 2017 approving the list of extremely difficult villages. Communes of regions I, II, III in ethnic minority and mountainous areas in the period 2016 - 2020 and Decision No. 816/QD/TTg dated June 4, 2021 of the Prime Minister approving the list of communes in region III, Region II and Region I belong to ethnic minority and mountainous areas in the 2021-2025 period, Cu Bong commune, Ea Kar district, Dak Lak province belongs to region III commune.
According to regulations, officials, civil servants and public employees in Cu Bong commune are entitled to a regional allowance of 0.5. However, from January 2014 until now, Cu Bong commune has only enjoyed the region 3 allowance for officials, civil servants and public employees of 0.3 (equal to the town area). This has been very disadvantageous for the team of cadres, civil servants and public employees who have worked in area 3 of Cu Bong commune for more than 10 years.
“We have repeatedly proposed to all levels and sectors to avoid disadvantages for the staff, civil servants and public employees during more than 10 years of working in region 3. Our officials and civil servants are in the hands of the Ministry of Home Affairs. We hope to receive attention so that our salary policy will not be disadvantaged.
However, recently, we received official dispatch No. 2906/BNV-TL dated June 1, 2023 from the Ministry of Home Affairs responding to the issue of regional allowances at the place where we work, waiting for salary reform. After more than 10 years, why haven't we been paid back the money we should be entitled to?
In July 2024, the base salary increase was implemented without salary reform according to Resolution 27. So we ask, when will we be able to enjoy the correct regional allowance regime that the staff, civil servants, Our officials have been disadvantaged for more than 10 years?
Responding to this content on the Electronic Information Portal on July 25, the Ministry of Home Affairs said: Firstly, the regional allowance regime is implemented according to the instructions in Joint Circular No. 11/2005/TTLT-BNV-BLDTBXH -BTC-UBDT dated January 5, 2005 of the Minister of Home Affairs, Minister of Labor, War Invalids and Social Affairs, Minister of Finance and Minister, Chairman of the Committee for Ethnic Minorities and Clause 4, Section III of Circular No. 83/2005/TT-BNV dated August 10, 2005 of the Minister of Home Affairs.
Second, the organization of policy implementation for cadres, civil servants and public employees in Dak Lak province falls under the authority of the Provincial People's Committee. Therefore, readers are requested to contact the agency managing cadres, civil servants and public employees of Dak Lak province (Department of Home Affairs) for answers.
