The Lao Dong Newspaper Legal Consulting Office replied:
Article 66 of the Law on Road Traffic Order and Safety 2024 (effective from January 1, 2025) stipulates the basis for stopping vehicles participating in road traffic for inspection and control as follows:
Traffic police are allowed to stop vehicles participating in road traffic for inspection and control when having one of the following grounds:
1. When detecting a violation of the law or having grounds to determine that there is a violation of the law on road traffic order and safety or other violations of the law;
2. Follow the orders and plans of patrols and controls of competent authorities to detect violations of the law on road traffic order and safety, forcing vehicles to stop for inspection and control before detection;
3. Serving national security protection, ensuring social order and safety and fighting against crime; preventing and fighting natural disasters; fire prevention, fighting and rescue; disease prevention and control;
4. There are reports, denunciations, reflections, recommendations, and proposals from agencies, organizations, and individuals on crimes and other violations of the law.
Thus, from January 1, 2025, traffic police will base on the above regulations to stop vehicles participating in road traffic for inspection and control.
