On the afternoon of March 31, at the meeting of the National Assembly Standing Committee, Politburo member and National Assembly Chairman Tran Thanh Man said that the 9th Session is expected to open on May 5 and close on June 30.
At the 9th Session, the National Assembly will give opinions on amending the 2013 Constitution and amending laws related to amending the Constitution to serve the streamlining of the apparatus in the spirit of Resolution 18-NQ/TW in 2017.
According to regulations, amending the Constitution will require public consultation. It is expected that the public consultation will take place in 1 month, synthesized in 5 days, the consultation time will take place in May and June.
The content of amending and supplementing a number of articles of the Constitution has been specifically stated by the Central Steering Committee in Official Dispatch No. 43-CV/BCD.
In particular, the National Assembly Party Committee received the Politburo's opinions, completed the draft, submission and sent documents, and reported to the Central Executive Committee (through the Central Party Office) before April 1, 2025 on the project to review, amend, and supplement a number of articles of the Constitution and laws of the State. Report on institutional improvement (including amendments to Party regulations, amendments to the Constitution, laws, etc.).
The Government Party Committee is assigned to preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies, and units, complete the submission and project to reorganize administrative units at all levels and build a model of organizing local government at 2 levels to report to the Politburo.
The Government Party Committee then received the Politburo's opinions, completed the submission and project and sent the document to the Central Executive Committee (through the Central Party Office) before April 1, 2025.
Currently, the draft Law on Organization of Local Government (amended) is being submitted by the Ministry of Home Affairs for comments.
According to the draft Law, the Ministry of Home Affairs proposes that district-level authorities will terminate their tasks and powers and cease operations from July 1, 2025.
In addition, the draft Law also stipulates that local government organizations in wards under Ho Chi Minh City and Da Nang City for the 2021-2026 term will continue to implement until the Ward People's Committee for the 2026-2031 term is elected.
At the 7th thematic conference of National Assembly deputies held on March 25, National Assembly Chairman Tran Thanh Man said that from the end of April to May, the National Assembly Standing Committee will meet continuously to reorganize commune-level administrative units. The arrangement to have a functional, effective and efficient apparatus.
It is expected that after the arrangement, the number of provincial-level administrative units will be reduced by 50% and the number of commune-level administrative units will be reduced by 60-70% compared to the present. The 9th regular session is expected to meet for nearly 2 months; during this time, it will collect public opinions on amending the Constitution.
Previously, at the first meeting of the Government Steering Committee on science, technology and innovation development held on March 18, Minister of Home Affairs Pham Thi Thanh Tra said that it is expected that we will complete all the work of arranging commune-level administrative units before June 30 so that by July 1, commune-level administrative units can be operated under a new organization.
The Minister of Home Affairs also informed that the agencies will focus on completing the merger of provincial-level administrative units before August 30 to be able to immediately implement the operation of provincial-level administrative units starting from September 1.
