Article 1, Resolution No. 08/2025/NQ-CP on allowing Vietnamese people to play Casino at a number of Casino business projects (effective from November 26, 2025) stipulates the scope of regulation as follows:
This Resolution regulates locations that allow qualified Vietnamese people to play casinos; Location and time of pilot implementation allowing qualified Vietnamese people to play Casino and management policy for Vietnamese people eligible to play Casino.
Article 2 of Resolution No. 08/2025/NQ-CP stipulates the subjects of application as follows:
1. Casino Phu Quoc project (An Giang province), Casino Van Don project (Quang Ninh province) and Casino Ho Tram project (Ho Chi Minh City) (hereinafter referred to as Casino project).
2. Players who are Vietnamese are eligible to play Casino according to Government regulations on Casino business (hereinafter referred to as Vietnamese people eligible to play Casino).
3. State agencies, organizations and individuals related to the implementation of the provisions in Clause 1 of this Article.
Article 3 of Resolution No. 08/2025/NQ-CP stipulates the location that allows Vietnamese people to play Casino; The location and time of the pilot program allowing Vietnamese people to play Casino are as follows:
1. Allow Vietnamese people to be eligible to play Casino at the Casino Phu Quoc project (An Giang province) from the effective date of this Resolution.
2. The pilot program allows Vietnamese people to be eligible to play Casino at the Casino Ho Tram project (Ho Chi Minh City) for 05 years from the effective date of this Resolution.
3. The pilot program allows Vietnamese people to be eligible to play Casino at the Van Don project (Quang Ninh province) for 05 years from the date of issuance of the Casino Business Eligibility Certificate.
Thus, from November 26, 2025, Vietnamese people who are eligible can play at the above Casinos.
