On November 26, the Government issued a Resolution on allowing Vietnamese people to play at a number of casino business projects.
According to the Resolution, Vietnamese people are allowed to play at some casino business projects from November 26. At the same time, the pilot program allows Vietnamese people to be eligible to play at the casino Phu Quoc project (An Giang province); Ho Tram casino project (HCMC) for a period of 5 years, starting from November 26.
The management of people eligible to play casino; business and management of business activities at casino projects is implemented according to Decree 03/2017/ND-CP on casino business, or supplementary amendments (if any).
When the pilot period ends, casino businesses must stop allowing Vietnamese people to play until the conclusion of the competent authority according to regulations.
Clause 3, Article 12 of Decree 03/2017/ND-CP stipulates: Vietnamese people are allowed to play at the casino business location specified in Clause 1 of this Article when they fully meet the following conditions:
a) Must be 21 years of age or older and have full civil act capacity as prescribed by Vietnamese law;
b) Have sufficient financial capacity to participate in playing at a casino business location. Players must prove to have a regular income of VND10 million/month or more or are subject to tax of level 3 or higher as prescribed in the Law on Personal Income Tax. The Ministry of Finance provides specific instructions on documents proving that players have sufficient financial capacity;
c) Must buy tickets to play at a casino business location. The ticket price is 1 million VND/24 continuous hours/person or 25 million VND/month/person;
d) Not subject to a relative who is fully qualified to commit civil acts in the family, such as father, adoptive father, adoptive mother, adoptive mother, wife, husband, biological child or personally submitted a petition to a casino business enterprise not to allow playing at the casino Business Point;
dd) Vietnamese people are allowed to play at casino business points and can only use Vietnamese Dong to exchange the currency and be converted into Vietnamese Dong in case of playing at an unlimited amount or winning a prize.
Clause 5, Article 12 of Decree 03/2017/ND-CP stipulates: All revenue from tickets participating in playing at casino business points specified in Point c, Clause 3 of this Article is left for the locality where the enterprise organizes casino business activities to spend on social welfare goals, serving the community, ensuring security and social order according to the instructions of the Ministry of Finance.
