The Lao Dong Newspaper Legal Consulting Office replied:
Clause 5, Article 9, Decree 33/2023/ND-CP stipulates that the Chairman of the Commune People's Committee has the following duties:
a) Lead and manage the work of the People's Committee, members of the People's Committee at the commune level;
b) Leading and directing the implementation of tasks on organization and ensuring the implementation of the Constitution, Laws, documents of superior state agencies, People's Councils and People's Committees of communes; carry out tasks on national defense and security, ensure social order and safety, fight, prevent and combat crime and other violations of law; prevention of bureaucracy and corruption; Organize the implementation of measures to protect assets of agencies, organizations and protection of life, freedom, honor, dignity, property, other legitimate rights and interests of citizens; implement population management measures in the commune level in accordance with the law;
c) Effectively manage and organize the use of offices, assets, working means and the state budget assigned according to the provisions of law;
d) Resolve complaints and denunciations, handle violations of the law, and receive citizens according to the provisions of law;
d) Authorize the Vice Chairman of the People's Committee at the commune level to perform tasks and powers within the authority of the Chairman of the People's Committee at the commune level;
e) Direct the implementation of environmental protection measures, fire and explosion prevention and control; apply measures to resolve emergency and urgent tasks in natural disaster prevention and control, epidemics, security, order and social safety in the commune level according to the provisions of law;
g) Performing tasks and powers delegated and authorized by superior state agencies;
h) Other tasks as prescribed by the Party, the Law on Organization of Local Government, relevant laws and competent authorities to manage cadres.
Thus, the Chairman of the People's Committee of the commune has the above tasks.
