Clause 2, Article 34, Decree 33/2023/ND-CP stipulates the allowance regime for part-time workers at the commune level, in villages and residential groups as follows:

Implement allowance contracts for part-time workers in villages and residential groups. The central budget allocates monthly allowances to non-professional workers in each village and residential group as follows:

a) For villages with 350 or more households; residential groups with 500 or more households; villages and residential groups under key commune-level administrative units with complicated security and order issues according to the decision of competent authorities; villages and residential groups under commune-level administrative units in border areas and islands are allocated an allowance fund equal to 6.0 times the basic salary. In case a village has 350 or more households converted into a residential group due to the establishment of a commune-level urban administrative unit, the allowance fund contract will be kept at 6.0 times the basic salary;

b) For villages and residential groups not specified in Point a, Clause 2 of this Article, the allowance fund shall be allocated 4.5 times the basic salary;

c) In case the district-level administrative unit does not organize a commune-level administrative unit, the village or residential group specified in Point a and Point b of this Clause shall be determined according to the district-level administrative unit.

Thus, part-time workers in villages and residential groups are entitled to the above allowance regime.
