This was affirmed by Mr. Phan Trung Tuan - Director of the Department of Local Government (Ministry of Home Affairs) at the regular press conference in April 2025 of the Ministry of Home Affairs.
Currently, the number of non-professional workers at the commune level, in villages and residential groups is being classified according to the provisions of Decree 33 of the Government. Type I commune has 14 people; type II is 12 people; type III is 10 people, the average is about 12 people/commune.
"With about 10,000 communes, we can make a preliminary estimate of the number of non-professional workers at the commune level today. The Central Government's policy is clear, we will end the use of non-professional workers at the commune level when the 2-level local government organization model comes into operation" - Mr. Tuan said.
According to Mr. Phan Trung Tuan, after completing the arrangement of district and commune-level administrative units in the 2023 - 2025 period, the Ministry of Home Affairs has requested localities to gather the number of redundant cadres, including non-professional cadres at the commune level.
Regarding specific figures, the Ministry of Home Affairs will have a report when synthesizing complete data from localities.
"I would like to reaffirm that we only end the use of non-professional workers at the commune level, while in villages and residential groups, we keep it the same, there is no policy to end the operation of this group.
In the long term, in the coming time, we will study and submit to the Government to issue a Decree on the organization of activities of villages and residential groups; including policies for part-time workers in villages and residential groups. It is expected that the Government may issue this Decree next year," said Mr. Tuan.
According to Mr. Tuan, in the context of streamlining commune-level units and removing district-level levels, the number of villages and residential groups is still quite large. The streamlining of villages and residential groups will be associated with the title of non-professional activist of villages and residential groups and accompanying policies.
The Director of the Department of Local Government said that he will study and synthesize to report to the government to consider this issue.
Speaking further about this issue, Deputy Minister of Home Affairs Nguyen Thi Ha commented that the support regime and policies for part-time workers at the commune, village and residential group levels have received public attention.
The Ministry of Home Affairs is presiding over and coordinating with relevant ministries, central agencies and localities to report to the Government for consideration and resolution of support policies and regimes for non-professional workers when they end their activities with this group.
According to data from the Department of Local Government (Ministry of Home Affairs), as of December 31, 2021, the whole country has 90,508 villages and residential groups. Of which, there are 69,580 villages and 20,928 residential groups.
The total number of non-professional workers at the commune level, in villages and residential groups is 405,032. Of which, there are 107,188 non-professional workers at the commune level (average 10-11 people/commune level) and 297,844 non-professional workers in villages and residential groups (average 3.3 people/village, residential group).
