Minister of Home Affairs Pham Thi Thanh Tra reported to the Government on the implementation of the arrangement of administrative units at all levels and the organization of local government at both levels.
According to Minister Pham Thi Thanh Tra, the number of non-professional workers at the commune level nationwide who have ended their activities since August 1 is 120,500 people.
Responding to a press question at a recent press conference of the Ministry of Home Affairs, Mr. Phan Trung Tuan - Director of the Department of Local Government (Ministry of Home Affairs) - affirmed: Only end the use of non-professional workers at the commune level, and remain in the village and residential group, there is no policy to end the activities of this group.
"In the long term, in the coming time, we will study and submit to the Government to issue a Decree on the organization of activities of villages and residential groups; including policies for part-time workers in villages and residential groups. It is expected that the Government may issue this Decree next year," said Mr. Tuan.
According to Mr. Tuan, in the context of streamlining commune-level units and removing district-level levels, the number of villages and residential groups is still quite large. The streamlining of villages and residential groups will be associated with the title of non-professional activist of villages and residential groups and accompanying policies.
The Director of the Department of Local Government said that he will study and synthesize to report to the Government for consideration of this issue.
Clauses 6, 7 and 8, Article 33 of Decree 33/2023/ND-CP stipulate the number of non-professional workers in villages and residential groups as follows:
Part-time workers in villages and residential groups with no more than 3 positions (including Party Cell Secretary, Village Head or Residential Group Head, Head of the Front Working Committee) are entitled to monthly allowances. In case the law has other provisions, it shall be implemented according to the provisions of that law.
Encourage the concurrent holding of the position of Party Cell Secretary as both Village Head, Head of Residential Group or Head of the Village Front Working Committee, Residential Group.
People directly participating in activities in villages and residential groups in addition to the 3 positions specified in Clause 6, Article 33 of Decree 33/2023 are entitled to receive monthly support.
Non-professional workers at the commune level, in villages and residential groups are allowed to concurrently work with other non-professional workers at the commune level, in villages and residential groups; non-professional workers in villages and residential groups are allowed to concurrently work directly with activities in villages and residential groups.
In Official Dispatch No. 03, Minister of Home Affairs Pham Thi Thanh Tra - Deputy Head of the Government Steering Committee on the arrangement of administrative units at all levels and building a model of organizing local government at 2 levels - stated: Continue to identify villages and residential groups as self-managed organizations of the community, not administrative levels.
In the immediate future, keeping existing villages and residential groups. After completing the arrangement of administrative units at all levels, the Government will assign the Ministry of Home Affairs to study and guide under the direction of the competent authorities on the arrangement and reorganization of the villages and residential groups in a streamlined direction, directly serving the lives of the community in the area.
