In May, the National Assembly Standing Committee will meet in many sessions to pass a resolution on the arrangement of commune-level administrative units and some related contents.

On the afternoon of May 10, at the National Assembly House, the National Assembly Standing Committee opened its 45th session.

Speaking at the opening of the meeting, Member of the Politburo, National Assembly Chairman Tran Thanh Man said that the National Assembly Standing Committee held the 45th session to continue commenting on some contents expected to be submitted to the National Assembly in the first phase of the meeting and review some contents at the 9th session.

At the same time, in May 2025, the National Assembly Standing Committee will meet in many sessions to approve the Resolution on the arrangement of commune-level administrative units and some other related contents.

The Chairman of the National Assembly suggested that the agencies follow the plan to implement the tasks assigned in collecting opinions of the people to amend the Constitution, especially in this period, the Government and Central Committee of the Vietnam Fatherland Front collected for 1 month so that after the Government submitted it to submit to the National Assembly.

The National Assembly Chairman stated that according to the program, the 45th Session will be divided into 2 sessions, the National Assembly Standing Committee will hold a meeting immediately after the National Assembly discusses in groups.

In which, the first phase is expected to have 2 contents submitted to the National Assembly: the Resolution of the National Assembly on a number of special mechanisms and policies, creating a breakthrough in the development and organization of law enforcement; Penal Code (amended).

Round 2 on May 17, 2025, will give opinions on 3 contents expected to be submitted to the National Assembly on May 19, including: investment policy for the Quy Nhon - Pleiku Expressway Construction Investment Project; investment policy for the construction of Ho Chi Minh City Ring Road 4.

Considering the content of allocating debts of the Government's debt at the Shipbuilding Industry Corporation (SBIC) and 1 Resolution under the jurisdiction of the National Assembly Standing Committee on recognizing the time of compulsory social insurance payment of the business household owner who participated before the Social Insurance Law No. 41/2024/QH15.

The National Assembly Chairman paid special attention to the National Assembly Resolution on mechanisms and policies for private economic development. Because Resolution No. 68-NQ/TW on private economic development has just been issued, the Government has held 2 sessions to prepare for the Resolution to submit to the National Assembly.

Therefore, it is necessary to concretize this issue, making this Resolution urgent as when there was Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation, the National Assembly immediately issued Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation after more than 2 weeks to propose a number of solutions for implementation.

The National Assembly Chairman assigned the Economic and Financial Committee to coordinate with the Ministry of Finance to coordinate early and remotely.

The Chairman of the National Assembly said that there were 4 contents of the National Assembly arranged in the second phase of the 9th session but not yet commented by the National Assembly Standing Committee, it is expected that the National Assembly Standing Committee will be considered at the session of June 6.2025 (expected on 4-5.6, during the period between the two sessions of the meeting).
