    The Lao Dong Newspaper Legal Consulting Office replied:

    Point 5, Clause 2, Article 1, Decree 280/2025/ND-CP (effective from November 1, 2025) stipulates that certification does not depend on the place of residence of the person requesting the certification in the following cases:

    a) Certificate the copy of the original, authenticate the signature;

    b) Certificate of transactions related to real estate assets;

    c) Notarizing the will, authenticating the document refusing to receive the inheritance;

    d) Certification of authorization documents related to the exercise of rights of land and housing users;

    d) Certify the amendment, supplementation, and cancellation of transactions specified in Points b, c, and d of this Clause.

    Thus, from November 1, 2025, the authentication of car sales transactions does not depend on the place of residence of the person requesting the documents.
