The People's Committee of Hung Yen province has just issued a document directing departments, branches, sectors and People's Committees of communes and wards to continue to promote administrative procedure reform, increase the provision and overcome bottlenecks in the implementation of online public services (optional services), in order to improve the effectiveness and efficiency of the Public Administration Service Center according to the two-level local government model.
According to the Provincial People's Committee, the provision of administrative documents still has many limitations: some officials have not processed administrative records in the electronic environment but still rely on paper records; people and businesses have not yet been proficient in using VNeID identification accounts; the situation of "popular documents brokerage" and the need to submit additional documents is still happening.

In addition, specialized databases have not been connected and shared synchronously; information technology infrastructure is lacking, and the human resources in charge of digital transformation are still thin and weak.
To overcome this, the Provincial People's Committee requested agencies and units to seriously rectify the abuse of certified copy requirements, promote the use of electronic records in handling administrative procedures.
At the same time, it is necessary to digitize all records and results of handling administrative procedures, ensuring data is "correct, complete, clean, living, unified, shared"; increase the reuse of digitized data to reduce paperwork and shorten the process of handling procedures.
Departments and branches are assigned to urgently complete specialized databases, especially in the fields of land, civil status, finance, education, healthcare, etc.; ensure connectivity with the National Public Service Portal and the province's administrative procedure settlement system.
The People's Committees of communes and wards continue to operate the Public Administration Service Centers to measure people's satisfaction, arrange appropriate IT staff and promote propaganda to guide people to use VNeID.
The Provincial People's Committee also assigned the Provincial Police to speed up the campaign to issue and activate level 2 electronic identification accounts for citizens; the Provincial People's Committee and Hung Yen Telecommunications Office to review and ensure the information system for handling administrative procedures operates stably and connects smoothly; the Department of Science and Technology guides the implementation of the information system architecture according to the two-level model, associated with the Government's digital transformation task.
