Lao Dong Newspaper Legal Consulting Office replied:
Article 5 of Circular 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning (effective from February 14, 2025) regulates extra teaching and learning in schools as follows:
1. Extra teaching and learning in schools must not collect fees from students and is only for students who register for extra classes in each subject as follows:
a) Students whose final semester subject results are unsatisfactory;
b) Students selected by the school to nurture excellent students;
c) Final year students voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
2. The school shall organize for students who are subject to the provisions of Clause 1 of this Article to write an application for additional study by subject in each grade level (according to Form No. 01 in the Appendix attached to this Circular).
3. Based on the number of registered students, the school develops a plan to organize extra teaching for each subject in each grade.
4. Class arrangement, timetable arrangement and organization of extra teaching and learning must ensure the following requirements:
a) Extra classes are arranged by subject for each grade; each class has no more than 45 (forty-five) students;
b) Do not arrange extra teaching hours to alternate with the timetable and do not teach extra content in advance compared to teaching according to the subject program distribution in the school's education plan;
c) Each subject is organized to teach no more than 02 (two) periods/week.
5. The plan for organizing extra teaching and learning is made public on the school's website or posted at the school.
Thus, extra teaching and learning in schools must not charge students money.
