How are civil servants and public employees impersonating others to report disciplined?

Article 7 of Decree 156/2026/ND-CP (effective from July 1, 2026) amending and supplementing Article 23 of Decree No. 31/2019/ND-CP on disciplinary action against whistleblowers who are cadres, civil servants, and public employees stipulates as follows:

2. The form of disciplinary warning applies to the complainant when there is one of the following acts:

a) Having been disciplined in the form of reprimand as prescribed in Clause 1 of this Article and re-offending;

b) Coercing, bribing others to falsely accuse;

c) Using the full name of another person to denounce except as prescribed in Point b, Clause 3 of this Article.

Point b, Clause 3, Article 7 of Decree 156/2026/ND-CP stipulates: Using the full name of another person to report affecting the normal operation of agencies, organizations, units or causing internal disunity.

Thus, from July 1, 2026, civil servants and public employees who use other people's names to report will be disciplined in the form of a warning.
