Clause 1, Article 24, Decree 353/2026/ND-CP stipulates universal preschool education for children from 5 to 6 years old, compulsory education and literacy (effective from November 1, 2026), stipulating the standards for recognizing level 1 literacy as follows:
1. For communes: At least 90% of people aged 15 to 60 are recognized as meeting level 1 literacy standards; for communes with particularly difficult socio-economic conditions, at least 90% of people aged 15 to 35 are recognized as meeting level 1 literacy standards.
Clause 1, Article 25, Decree 353/2026/ND-CP stipulates the standards for recognizing literacy level 2 as follows:
1. For communes: At least 90% of people aged 15 to 60 are recognized as meeting level 2 literacy standards; for communes with particularly difficult socio-economic conditions, at least 90% of people aged 15 to 35 are recognized as meeting level 2 literacy standards.
Thus, from November 1, 2026, depending on the level of literacy standard level 1 or 2, commune levels need to have different conditions to be recognized as meeting literacy standard level 1 or 2.
