Article 19 of Decree 215/2026/ND-CP on aviation security (effective from July 1, 2026) stipulates the transportation of potential objects threatening aviation security.
1. Potential objects threatening aviation security include:
a) People who have lost the ability to perceive or control their behavior;
b) People who are refused entry, people who are deported but do not voluntarily return home;
c) Defendants, defendants, prisoners, extraditions, people arrested under arrest warrants.
2. The aircraft commander and aircraft operator must be notified before the flight is carried out about passengers belonging to the above-mentioned subjects. Passengers specified in Clause 1 of this Article are not allowed to be provided with alcoholic beverages throughout the flight; the flight crew must continuously monitor throughout the flight and apply other necessary additional measures.
3. Acceptance of transporting potentially threatening aviation security subjects specified in point b, clause 1 of this Article shall be carried out by the aircraft commander or aircraft operator on the basis of aviation security risk management. The airline may request to assign air security officers to escort this subject on the flight.
4. Subjects specified in point c, clause 1 of this Article when transporting must have people from competent state agencies escorting them; the number of passengers specified in clause 1 of this Article transported on the same flight is specified by the Minister of Public Security.
5. Do not transport passengers specified in Clause 1 of this Article on flights with guarded objects.
Thus, from July 1, 2026, the transportation of potential objects threatening aviation security will be carried out according to the above regulations.
