Previously, from March 1, 2025, the City People's Committee handed over tasks from departments, agencies, and branches to Hai Phong City Police, including the task of "Ensuring aviation security" from the Northern Airport Authority and Cat Bi International Airport. On March 18, the Director of Hai Phong City Police issued Decision No. 75 on the organizational structure of the Immigration Management Department, including the Aviation Security Team. At the same time, it clearly stipulates the functions, tasks, powers and organizational structure of the Team.
As of December 31, 2025, the City Police has approved, reported and issued recruitment decisions for 25 cases; and at the same time reported to the Ministry of Public Security for consideration and recruitment of the remaining cases that meet the standards. The City Police has also arranged headquarters, necessary equipment, and issued People's Police uniforms according to the new model for the entire aviation security force recruited into the People's Police, officers and soldiers of the aviation security team and compulsory soldiers transferred to the aviation security team. At the same time, they organized the handover and receipt of vehicles, tools, and equipment in aviation security assurance from Cat Bi International Airport to the management and use unit.
Speaking at the ceremony, Colonel Bui Manh Hung - Deputy Director of the City Police - requested that the whole team thoroughly grasp the general requirements: "Tight - smooth - no interruption - no negligence", focusing on ensuring absolute security and safety for civil aviation operations. Along with that, urgently stabilize the organizational structure, clearly assign tasks in the spirit of "one task - one focal point"; strengthen and tighten leadership, command, discipline, order, building a regular, elite, modern aviation security force, meeting task requirements in all situations. Vietnam Airports Corporation and Cat Bi International Airport continue to pay attention to supporting and sharing experiences so that the Hai Phong City Police aviation security force can successfully complete all assigned tasks.
At the ceremony, the leaders of the City Police awarded official citizen selection decisions to the People's Police and decisions to confer professional officer ranks on 25 comrades of the aviation security team.
