The Western Ring Road project of Can Tho City (National Highway 91 - National Highway 61C) has a total investment of nearly 3,838 billion VND, implementation time from 2021 - 2026, is one of the key projects of the city.
The project is divided into 7 construction packages. Currently, 4 packages are being implemented, including packages 16, 17, 19 and 20. The remaining three packages (15, 18, 21) have not been bid because they are waiting for the adjustment of the total investment.

Mr. Mai Van Tan - Director of Can Tho City Department of Construction said that so far, the project has handed over over over 50% of the construction site, but the site is not continuous, so it cannot be deployed synchronously. From January 2024, this work was stopped due to exceeding the total investment.
The total realized value of 4 bidding packages (16, 17, 19 and 20) reached approximately 960.939/2. 162.053 billion VND, equivalent to 44.44% of the contract value.
Regarding the capital plan for 2026, as of March 13, 2026, the Department of Construction was assigned 124 billion VND and has disbursed 3,571 billion VND, reaching 2.9%.



Site clearance work is currently temporarily suspended due to exceeding the total investment. Although the site clearance cost has been disbursed reaching 99.76% compared to the approved cost, in fact only about more than 50% of affected cases have been handled. From the beginning of 2024 to now, compensation cannot continue, leading to land division, and contractors are only constructing sparingly on the handed-over area.
In addition, resettlement work does not meet the conditions for handover. Some resettlement areas are in the process of completing infrastructure, there is no land price, so it is not possible to hand over land to people. Phong Dien currently does not have a resettlement area to serve the project. This slows down the relocation progress, leading to slow land handover.
The relocation of technical infrastructure is also facing difficulties due to the incomplete dossiers and procedures as a basis for compensation and support. Medium and low voltage electricity, water supply and drainage, and telecommunications items are in the process of completing procedures, so the relocation cannot be implemented, directly affecting the construction progress.
The project is lacking sand for foundation filling. The demand for sand is about 1.77 million m3, but only about 0.3 million m3 has been implemented, and nearly 1.5 million m3 have not been identified for supply. The current sand source is concentrated for expressway projects, the price is high compared to the contract price, reducing the roadbed construction capacity and risking prolonging the progress.
The western ring road project of Can Tho City has the starting point intersecting with National Highway 91 (at Km20+370) and intersecting with Provincial Road 922, the ending point intersecting with National Highway 61C (at Km1+400 National Highway 61C), which was started by the Prime Minister on November 17, 2022. The project has a total investment of nearly 3,838 billion VND.
The project has a total length of more than 19 km. According to the project design, the cross-section of the route is invested in 2 units, each side 16.5m (of which the road surface is 11m), the design speed is from 50 - 60 km/h. Project implementation time is from 2021 - 2026.
