The Lao Dong Newspaper Legal Consulting Office replied:
Clause 3, Article 13 of Decree 191/2025/ND-CP stipulates that people applying for Vietnamese citizenship and temporarily applying to retain foreign citizenship must have the following documents:
a) Documents issued by a competent foreign authority on holding foreign nationality in accordance with the laws of that country. In case foreign law does not stipulate the issuance of this type of document, that person must have a guarantee that the competent authority of a foreign country does not stipulate the issuance of this type of document and that the application for foreign nationality when naturalizing as a Vietnamese citizen is in accordance with the laws of that foreign country;
b) Commitment not to use foreign nationality to harm the legitimate rights and interests of agencies, organizations and individuals; violating the security, national interests, social order and safety of the Socialist Republic of Vietnam.
In case the person applying for Vietnamese nationality simultaneously requests to retain foreign nationality but does not fully meet the conditions specified in Clause 6, Article 19 of the Law on Vietnamese nationality, the foreign nationality must be terminated.
Thus, those who apply for Vietnamese citizenship and at the same time apply for foreign citizenship must have the above documents and records.
