He said that the content of the draft law stipulating the policy of loosening the policy for nhap/return of Vietnamese nationality while maintaining foreign nationality, simplifying procedures for applying for nhap/ applying for Vietnamese nationality may cause difficulties in management.
For example, when Vietnamese people enter the country using a foreign passport, the entry information will be the information of foreigners. Therefore, they must declare temporary residence according to regulations, the length of stay in Vietnam will follow the duration of temporary residence certification and activities must comply with the purpose of entry.
If these people violate their temporary residence, prolonged residence or do not fulfill responsibilities such as: temporary residence declaration, operating for the wrong purpose of entry, etc., the handling of the violation will encounter many problems, especially in the case of applying the penalty of deportation.
In addition, in areas such as investment, banking, tax, etc., a similar situation may also occur if Vietnamese citizens use a foreign passport to register to carry out procedures.
Therefore, it is necessary to supplement a mechanism to resolve arising issues, negative impacts on national security protection, citizen management, legal conflicts and handling violations against Vietnamese citizens who are also foreign nationals.
From there, ensure the requirement not to let subjects take advantage of returning to Vietnamese nationality to exchange assets or other benefits, take advantage of the issue of "civilization" to evade the obligations and responsibilities of Vietnamese citizens as well as in the host country.
Do not let countries take advantage of the policy of openness and openness to push away deported, unidentified nationality or sabotage activities in the Vietnamese community to Vietnam, taking advantage of the issue of citizen protection to create an excuse for intervention and pressure on Vietnam, the delegate emphasized.

The policy of naturalization in special cases for individuals with meritorious services or special benefits to the State is necessary and appropriate, however, the implementation mechanism is still inadequate.

Therefore, the delegate believes that "specially meritorious service" or " beneficial to the State" are concepts that are highly determinative, if not specificized and clearly qualified, it will be difficult to apply consistently and fairly.
